Job Description

Responsibilities And Accountabilities

General Accounting Work

Provide support and guidance to assigned offices on accounting, financial, and project-related matters (e.g., compliance with Financial Management Rules and Procedures (FMRP), Project Development Handbook Module 5, IPSAS, and PRISM Financials).

Assist in making recommendations to MAC Financial Services, Finance and Accounting Division (FAD), Regional Offices, and/or Resource Management Officers (RMO)/Chiefs of Mission (COM) on procedural and policy improvements in the accounting and finance areas.

Escalate critical findings and provide status updates to the RAS Supervisor or Unit Head, FAD, or Regional Office, as applicable.

Assist with external and internal audit requirements.

Project Financial Report Review and Endorsement

Review project financial reports to ensure compliance with donor agreements and reconciliation with PRISM Financials prior to submission.

Facilitate timely endorsement of financial reports to meet donor reporting deadlines and requirements.

Provide guidance and support to Country Offices (COs) on donor financial reporting requirements, as needed.

Maintain records and statistics of financial reports received and endorsed.

Project Balance Review

Conduct periodic in-depth analysis of project balances for assigned COs to ensure expenses are within approved funding, revenue is recognized timely, and reporting requirements are met.

Identify issues, assess risks, and summarize findings with recommendations for coordination with relevant units.

Facilitate the closure of completed projects in PRISM.

Update project recap files for submission to FAD.

Others

Provide training, as required.

Travel to Country Offices (COs), as necessary, in the performance of assigned tasks.

Perform Other Related Accounting Functions As Assigned.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Education

University degree in Finance, Accounting, or a related field from an accredited institution, with at least 2 years of relevant professional experience.

Certified Public Accountant (CPA) or equivalent is an advantage.

Experience

Sound knowledge of accounting systems and ERP tools (e.g., SAP or Oracle Fusion).

Experience in auditing is an advantage.

Proficiency in Microsoft Office applications.

Skills

Knowledge of internal controls and accounting principles.

Familiarity with accounting and financial reporting systems is an advantage.

Strong analytical and problem-solving skills.

Language

Fluency in English (oral and written) is required.
