The Role at a Glance
Be part of our client's team as a Recruitment Operations Manager, Overseas Employment, where you lead overseas recruitment strategy, ensure regulatory compliance, and scale global hiring operations. You will manage end-to-end recruitment, guide high-performing teams, and drive data-backed decisions that strengthen international talent acquisition across regulated markets.

What Makes You a Strong Fit
- Bachelor's degree in Human Resources, Business Administration, or a related field
- At least 5 to 8 years of experience in overseas recruitment operations
- Extensive hands-on experience with DMW/POEA processes, including job orders, accreditation, documentation, contract verification, and deployment
- Strong understanding of Australian migration pathways, employer-sponsored visas, skills assessments, licensing, and end-to-end candidate documentation
- In-depth knowledge of global labor laws, overseas employment practices, and international regulatory compliance
- Experience managing recruitment teams across multiple markets
- Proficiency in ATS, CRM, and recruitment automation tools
- Strong stakeholder management, vendor negotiation, and government coordination skills
- Advanced analytical capability using recruitment metrics and compliance dashboards
- Proven ability to thrive in fast-paced, highly regulated, documentation-heavy environments

Strategic Leadership
- Develop and execute the overall recruitment strategy for overseas employment aligned with business objectives.
- Build scalable recruitment processes that support operational efficiency across diverse markets.
- Lead and manage a high-performing recruitment team while promoting collaboration, innovation, and accountability.
Operational Excellence
- Oversee the end-to-end recruitment lifecycle, including candidate sourcing, screening, interviewing, selection, and onboarding.
- Define and monitor key performance indicators (KPIs) to improve recruitment effectiveness, time-to-hire, and candidate quality.
- Implement technology solutions to streamline recruitment processes, enhance candidate experience, and support data-driven decision-making.
Global Compliance and Process Standardization
- Ensure compliance with global labor laws, immigration regulations, and company policies across all overseas recruitment activities.
- Standardize recruitment processes to ensure consistency and fairness across regions while adapting to local market requirements.
Talent Sourcing and Employer Branding
- Build and maintain partnerships with international recruitment agencies, universities, and relevant institutions to expand global talent pools.
- Champion employer branding initiatives to strengthen the company's reputation as a top employer in key overseas markets.
- Execute recruitment marketing strategies across social media, digital platforms, and job boards to attract diverse global talent.
Candidate Experience and Stakeholder Management
- Deliver a seamless, engaging, and professional candidate experience throughout the recruitment journey.
- Partner with internal stakeholders, including HR, operations, and business leaders, to align recruitment strategies with workforce planning needs.
- Advise leadership on overseas recruitment trends, challenges, and opportunities.
Data-Driven Insights
- Apply data analytics to measure recruitment performance, optimize talent acquisition strategies, and report key trends to senior management.
- Identify opportunities for process improvement, scalability, and innovation to maintain a competitive advantage in global talent acquisition.
