Job Description
Responsible for project estimation, quantity surveying, cost monitoring, progress billing, and variation-order management across construction projects. The position ensures that quantities, budgets, billings, and project costs are accurately monitored from bidding and planning through project completion.
The role works closely with the project, procurement, accounting, and finance teams to maintain financial control, identify potential cost overruns, and protect project profitability.
Main Responsibilities
Estimation and BOQ Preparation
Conduct site inspections to evaluate project scope, existing conditions, and implementation requirements
Review construction plans, specifications, and related project documents
Prepare detailed quantity take-offs for labor, materials, equipment, and other project requirements
Prepare accurate cost estimates and Bills of Quantities
Develop field and project budgets based on approved plans and technical specifications
Validate measurements, quantities, unit costs, and supporting calculations
Update estimates and BOQs when designs, specifications, quantities, or project scope change
Maintain updated estimation records and cost references
Cost Monitoring and Control
Monitor actual quantities, material consumption, and project expenses against approved budgets
Track committed, incurred, and projected project costs
Identify cost variances, potential overruns, and unusual usage
Prepare cost-control reports and communicate financial risks to the appropriate project stakeholders
Coordinate with Procurement regarding material prices, supplier quotations, purchasing requirements, and delivery costs
Coordinate with Accounting and Finance to align project records, billings, and cost reports
Recommend practical cost-control measures without compromising project quality and requirements
Maintain organized and updated cost, quantity, and budget records
Progress Billing and Variation Orders
Review and verify contractor progress billings against actual site accomplishments
Validate completed work, quantities, supporting documents, and approved contract rates
Identify discrepancies between billed and actual accomplishments
Prepare or process variation orders involving changes in scope, design, specifications, or quantities
Ensure variation orders have complete computations, justification, documentation, and approval
Monitor the financial impact of approved and pending variations
Support the preparation of accurate and timely project financial reports
Maintain complete billing and variation-order records for audit and reference
Project and Cross-Functional Coordination
Work closely with project engineers, site personnel, procurement, accounting, and finance teams
Provide cost and quantity information for project planning and management decisions
Participate in project reviews involving budgets, accomplishments, cost variances, and financial risks
Establish practical templates, tracking tools, and cost-control procedures when existing systems are incomplete
Support improvements in estimation, billing, documentation, and project-cost reporting
