I. Overview of the Position
The Quantity Surveyor Structural & Civil Works is responsible for accurate quantity take-offs, preparation of Bills of Materials (BOM), General Material Quantities (GMQ), rebar cutting lists / Bar Bending Schedules (BBS), unit rate derivation, mark-up computation, cost control, progress billing, and commercial management for all structural and civil works.
The role ensures that quantities, rates, and mark-ups are technically sound, commercially competitive, contract-compliant, system-based, and auditable, supporting both project execution and profitability.
II. Duties and Responsibilities
A. Proposal & Costing Responsibilities
a) Review bid documents, including:
Concept and schematic drawings
Tender drawings and specifications
Bid instructions and commercial conditions
b) Perform preliminary and detailed quantity take-offs for:
Structural works
Civil and site development works
c) Prepare concept-level and detailed BOQs for proposal submission
d) Generate preliminary BOM, GMQ, and rebar BBS based on available drawings and assumptions
B. Unit Rate Derivation & Pricing
a) Develop unit rates for structural and civil items using:
Labor productivity assumptions
Material cost benchmarks
Equipment and plant utilization
Wastage and loss factors
b) Prepare rate build-up analyses clearly showing:
Direct costs
Indirect costs
Equipment and preliminaries
c) Apply and analyze mark-ups, including:
Overhead
Profit
Risk allowance
Contingency provisions
d) Ensure proposed rates are:
Competitive in the market
Aligned with project risk profile
Consistent with company margin targets
C. Commercial Risk & Value Engineering
a) Identify:
Quantity risks
Design gaps or ambiguities
Under-scoped or over-scoped items
b) Flag commercial risks that may affect cost, time, or margin
c) Propose value engineering options to:
Optimize structural systems
Reduce material quantities
Improve constructability without compromising safety or quality
d) Assist management in bid/no-bid evaluations
D. Coordination & Proposal Support
a) Coordinate closely with:
Design / Engineering team
Proposal / Business Development team
Procurement for budgetary quotations
Validate supplier and subcontractor budgetary quotes
b) Support preparation of:
Cost summaries
Bid pricing schedules
Clarifications and tender queries
Assist in post-bid negotiations and clarifications with clients or consultants
E. Documentation & Handover
a) Maintain proper documentation of:
Quantity assumptions
Rate build-ups
Mark-up strategy
b) Prepare commercial handover documents for the project team upon award, including:
Approved proposal quantities
Unit rates and assumptions
Identified risks and exclusions
c) Ensure smooth transition from proposal stage to project execution stage
III. Educational Requirements
Bachelor's Degree in: Civil Engineering, Construction Engineering, Quantity Surveying & Construction Management
(Licensed Civil Engineer is an advantage)
IV. Skills and Competencies Required
A. Experience Requirements
Minimum 35 years experience in:
