Quality Assurance Manager

Acciona Construction is looking for a qualified Construction Quality Control (CQC) Manager and Certified Quality Inspector with extensive background in PCCP (Portland Cement Concrete Pavement) to join our BASA Airbase Project based in Angeles City, Pampanga.

Job Overview:

Experienced Construction Quality Control (CQC) Manager and Certified Quality Inspector with extensive background in PCCP (Portland Cement Concrete Pavement), airfield and roadway construction, concrete quality assurance, and transportation infrastructure projects. Skilled in implementing USACE/NAVFAC Three-Phase Control System, conducting inspections and testing for soil, concrete, and asphalt works, and ensuring compliance with project specifications, ASTM, ACI, and DOT standards.

Knowledgeable in concrete batching, placement, curing, testing procedures, and transportation-related inspections for aircraft parking aprons, pavements, and heavy civil works. Experienced in coordinating with government representatives, subcontractors, laboratories, and project management teams to maintain project quality, safety, and schedule requirements.

Certified ACI Concrete Field Testing Technician and Transport Inspector with strong expertise in material testing, documentation, NCR management, submittals, inspection reports, and quality assurance programs for military base and infrastructure projects. Capable of leading QA/QC teams, conducting preparatory and initial inspections, and ensuring all construction activities meet contractual and regulatory standards.

Key Responsibilities:

• Develop, implement, and maintain the project-specific Quality Control Plan (QCP) for concrete production and placement.
• Supervise and coordinate daily concrete testing, inspection, and documentation.
• Verify that all concrete mix designs comply with approved specifications and standards (ACI, ASTM).
• Monitor batching operations, ensuring proper calibration of equipment and compliance with approved mix proportions.
• Oversee and document PCCP paving operations, including subgrade preparation, reinforcement placement, and curing practices.
• Perform and/or supervise field and laboratory tests, including: Slump and air content, Unit weight and temperature, Compressive strength (cylinder or core testing), Smoothness and thickness verification of pavement.
• Maintain detailed records of all concrete test results, batch tickets, inspection logs, and corrective actions.
• Prepare daily reports summarizing testing results, non-conformance issues, and resolutions.
• Communicate quality issues promptly to the project manager, resident engineer, and construction team.
• Compile quality control data for submittals and project closeout documentation.
• Train and supervise field technicians and quality control personnel.
• Coordinate with contractors, suppliers, and agency representatives to resolve quality issues.
• Participate in pre-pour meetings and quality assurance audits.
• Ensure all personnel follow safety protocols and environmental regulations.

Required Skills and Competencies:

• Bachelor's degree in any engineering course. License engineer is an advantage.
• Minimum 8 years of experience in concrete quality control, materials testing, or transportation infrastructure inspection in an airfield concrete pavement project.
• Experience with Portland Cement Concrete Pavement (PCCP) construction is an advantage..
• ACI Con Proficient with MS Office (Excel, Word) and electronic data collection software.
• Ability to read and interpret plans, specifications, and mix designs. create Construction Special Inspector (Preferred)
• ACI Concrete Field Testing Technician – Grade I (Required)
• ACI Concrete Transportation Inspector (Required)
• Knowledge of ASTM, ACI, and AASHTO standards.
• NAVFAC or USACE certificate is a plus.
