Job Description

Our brand, Lennor Metier Consulting, a DOLE-licensed headhunting and recruitment agency in the Philippines, is proud to partner with a global technology solutions provider specializing in railway and infrastructure systems in their search for a Quality Assurance Engineer based in Makati City.

Salary Range: 50,000 - 60,000

Work Setup: Hybrid (with site work as required)

Shift Schedule: Day Shift

Location: Makati City

The role

The Quality Assurance Engineer will oversee quality control and assurance activities across telecom and electro-mechanical (E&M) systems within railway and infrastructure projects. This role is responsible for ensuring that all installations, materials, and processes comply with project specifications, regulatory standards, and quality requirements.

Your Responsibilities

Quality Planning & Documentation

  • Develop and implement the Project Quality Plan (PQP), including procedures, inspection points, and checklists
  • Prepare and review Inspection and Test Plans (ITPs), method statements, and quality documentation
  • Ensure proper document control, traceability, and maintenance of QA/QC records

Inspection & Quality Control

  • Conduct inspections of telecom and E&M installations, including structured cabling, fiber optics, and communication systems
  • Review material submittals and perform incoming material inspections
  • Validate installations against approved drawings, specifications, and standards

Testing & Verification

  • Perform and witness testing activities such as insulation resistance, continuity, and fiber testing (e.g., OTDR, power meter)
  • Support system testing, commissioning, and acceptance activities
  • Verify as-built drawings and ensure accuracy of final documentation

Audits & Compliance

  • Conduct internal and supplier audits to ensure adherence to ISO and project standards
  • Ensure compliance with regulatory requirements and contractual obligations

Non-Conformance & Improvement

  • Issue, track, and close Non-Conformance Reports (NCRs)
  • Perform root cause analysis and implement corrective and preventive actions (CAPA)
  • Identify risks and recommend process improvements

Coordination & Reporting

  • Collaborate with civil, electrical, telecom, and system integration teams
  • Coordinate with contractors, suppliers, and client representatives
  • Prepare quality reports, dashboards, and performance metrics

Training & Awareness

  • Support quality training and ensure site teams are aligned with project quality standards

What We're Looking For

  • Bachelor's degree in Electronics & Communications Engineering (ECE), Electrical Engineering, or related field
  • At least 5 years of experience in QA/QC within telecom or electro-mechanical (E&M) projects
  • Strong understanding of railway communication systems (e.g., GSM-R, CCTV, PA, fiber optics, UPS, data networks)
  • Knowledge of quality standards such as ISO 9001:2015 (railway standards like EN50126/28/29 are a plus)
  • Experience with QA/QC processes including NCRs, CAPA, audits, and inspection procedures
  • Familiarity with ITPs, WIRs, method statements, and quality documentation
  • Basic knowledge of electrical and fiber testing methods
  • Proficiency in MS Office; familiarity with AutoCAD and document control tools (e.g., Aconex, Procore) is an advantage
  • Strong analytical, problem-solving, and coordination skills
  • Excellent communication and reporting skills
