Program Unit Description

Community Development Group (CDG) is the learning arm of Ramon Aboitiz Foundation Inc (RAFI) that provides excellent and relevant learning engagements to ensure that the community leaders and workers of RAFI are equipped and enabled to elevate and sustain the well-being of their communities.

Job Profile

The Quality and SME management officer is responsible for developing and maintaining quality standards for all learning initiatives (e.g., learning engagements, learning activities, and design activities) across CDG teams. The role ensures that the implementation of all learning initiatives adheres to the established standards. This includes the identification, assessment, and selection of qualified Subject Matter Experts (SMEs) to ensure alignment of expertise, capability, and fit with the learning interventions being delivered. In addition, the role is responsible for designing and implementing SME lifecycle activities such as onboarding, engagement initiatives, and Training-of-Trainers (TOT) programs to ensure SMEs remain equipped, aligned, and able to deliver high-quality learning initiatives.

Main Roles & Responsibilities

1. Training Needs Analysis & Learning Design

  • Conducts or customizes Training Needs Assessments (TNA) and analyzes results to guide the creation of CDG learning engagements.
  • Designs and conceptualizes learning solutions, activities, and modules for internal and external SMEs.

2. Learning Delivery & Operations Management

  • Oversees end-to-end operations and delivery of learning engagements, including orientation, briefings, materials preparation, and execution.
  • Facilitates activities as part of the learning engagement and may serve as SME throughout engagements, including weekends/holidays based on agreed schedules.
  • Performs postsession aftercare, secures learning materials, and documents outcomes.

3. Assessment & Evaluation

  • Develops or customizes pre and posttests and other evaluation tools for every learning engagement.
  • Ensures learning quality is aligned with standards and RAFI's prescribed processes.

4. Stakeholder Management & Collaboration

  • Coordinates with Transformative Programs Group (TPG) and other internal partners to align modules with program needs.
  • Works with internal and external SMEs on content consultations and preparation.
  • Orchestrates adjustments to learning engagements as needed.

5. SME Lifecycle & Quality Management

  • Establishes and implements SME processes; manages the endtoend SME lifecycle and provides regular reports to management.
  • Maintains an updated internal SME database and monitors SME performance.
  • Designs and runs capabilitybuilding initiatives for internal and external SMEs.

6. Quality Assurance & Continuous Improvement

  • Ensures CDG modules comply with quality standards and RAFI work processes.
  • Conducts annual reviews of internal quality and demand management processes.
  • Develops corrective action plans and leads module revisions when performance issues arise.

7. Data, Documentation & Reporting

Collects participant information during registration while ensuring confidentiality of all shared data.

Job Qualifications

Bachelor's degree in Psychology, Education, Business Management, or related field.

Minimum 2 years of experience in Learning & Development (L&D), Quality Assurance in L&D, and Instructional Design. Proven track record in establishing learning quality standards and governance across multiple teams and demonstrated success in designing and operationalizing SME lifecycle programs.
