Job Title: QS and Engineering Head

Role Overview
The QS and Engineering Head owns ABI's commercial win engine — responsible for pricing strategy, bid leadership, engineering standards, and team development. This role ensures projects are won profitably, structured correctly, and executable from tender to procurement.
Key Responsibilities
- Leadership and Strategy
- Lead, mentor, and develop the QS and Engineering Team, ensuring alignment with ABI's business objectives and culture of agility, boldness, and innovation.
- Develop and implement commercial strategies that strengthen ABI's competitive position in the market.
- Partner with Design, Procurement, and Operations to ensure cost and value integration from design through delivery.
- Quantity Surveying and Cost Management
- Oversee quantity surveying for civil, architectural, MEP, and fit-out scopes, ensuring accuracy of BOQ and BOM outputs.
- Validate cost estimates and maintain standard cost databases and benchmarking references.
- Review project budgets, forecasts, and financial reports to ensure profitability and cost efficiency.
- Bid Management and Commercial Proposals
- Lead end-to-end bid strategy — not just costing, but shaping how ABI wins work.
- Lead the preparation and submission of bids and tenders, ensuring accuracy, competitiveness, and compliance with client requirements.
- Evaluate risks, commercial terms, and contract conditions prior to submission.
- Coordinate with stakeholders for bid clarifications, technical reviews, and negotiation strategies.
- Exercise judgment to walk away from the wrong bids and the tenacity to win the right ones.
- Contract Administration
- Review and advise on contract terms to safeguard ABI's interests.
- Ensure commercial compliance and proper documentation throughout the project life cycle.
- Resolve commercial issues in collaboration with project and legal teams.
- Continuous Improvement and Reporting
- Drive standardization and automation of commercial processes and templates.
- Generate commercial insights and reports to guide pricing strategies and margin improvement.
- Support capability building across teams on cost awareness and commercial acumen.

- Win Rate: 40–50% — accountable for bid strategy, not just costing
- Tender-to-PO Cost Variance: within ±3–5%
- Procurement-Ready Handover: 100% complete and accurate handover packages
- Team Performance: QS team consistently meeting margin and accuracy targets
Qualifications
- PRC Licensed Civil Engineer or Architect (preferred)
- Minimum 8–10 years of experience in quantity surveying, cost management, or commercial construction roles
- At least 3 years in a QS or commercial team leadership capacity
- A track record of personally influencing bids — not just processing them
- Deep experience in office fit-out, CSA, and ICT scoping (Philippine market preferred)
- Strong knowledge of BOQ, BOM, and bid management processes
