Qualifications:

  • Educational Background: Bachelor's Degree in Civil Engineering.
  • Professional License: Must be a licensed Civil Engineer.
  • Work Experience: At least 2-3 years of relevant experience as a Quantity Surveyor Engineer (Contractor Side preferred).
  • Skills & Knowledge: Strong knowledge in actual site-based quantity surveying and billing for both vertical and horizontal projects.
  • Location Requirement: Must be willing to work full-time on-site at Pasig City.

Job Summary:

The Quantity Surveyor is responsible for managing project costs from mobilization to project completion. He will handle quantity take-offs, cost estimation, billing, and cost control to ensure profitability of construction projects. He will also prepare Detailed Unit Price Analysis (DUPA), monitors projects expenditures, and ensure all works are properly measured, documented, and billed.

Duties and Responsibilities:

  1. Quantity Take-Offs and Project Costing:
  • Perform accurate and detailed quantity take-offs based on Issued for Construction Drawings (IFC).
  • Prepare project cost estimates and assist in budget planning.
  • Validate quantities against contract drawings and specifications.
  • Identify scope gaps, discrepancies and potential cost impacts.

2. Detailed Unit Price Analysis (DUPA) and Budget Setup:

  • Prepare DUPA for all major work items prior to project execution.
  • Develop internal project budget based on awarded contract.
  • Analyze labor, material and equipment costs to ensure profitability.
  • Continuously update unit costs based on actual site conditions and market prices.

3. Cost Control and Monitoring (Core Contractor Function):

  • Monitor actual cost vs. budget (material, labor, equipment).
  • Track and control wastage, overbreak, and inefficiencies.
  • Identify cost overruns and recommend corrective actions.
  • Provide regular cost reports and forecasts to project management.
  • Ensure alignment of site execution with approved budget.

4. Progress Billing Revenue Generation:

  • Prepare monthly progress billings based on actual accomplishments.
  • Ensure all completed works are properly measured and billed.
  • Coordinate with site engineers for accomplishment reports.
  • Follow up on billing approvals and collections (if required).
  • Maximize project revenue through accurate measurements.

5. Variation Orders and Claims Management:

  • Identify, quantify, and prepare Variation Orders (VOs) and change orders.
  • Ensure all additional works are properly documented and approved.
  • Prepare supporting documents (plans, measurements, and cost breakdowns).
  • Protect company interest by capturing all billable works.

6. Subcontractor Management:

  • Evaluate subcontractor quotations and cost proposals.
  • Prepare and review subcontractor agreements (cost-related scope).
  • Verify subcontractor accomplishments and progress billings.
  • Ensure subcontractor costs are within budget.

7. Coordination and Reporting:

  • Coordinate closely with the Project Engineers, Site Supervisors, Procurement Team, and Project Manager.
  • Provide cost advise during project execution.
  • Prepare reports on cost status, budget variance, and billing status.
  • Support tendering and bidding for new projects.
