Position: Project Officer for Tanggol Kababaihan Action

Location: Catarman, Northern Samar

Reports to: Project Manager

About The Project

Relief Internationals Tanggol Kababaihan: Operationalizing the Philippine National Action Plan on Women, Peace, and Security project is a three-year initiative aimed at promoting peace, stability and well-being among conflict-vulnerable communities in the Philippines through effective civil society engagement and enhancing local implementation of the National Action Plan on Women, Peace and Security (NAPWPS) leading to better informed policy processes along higher tiers of governance.

Together with Balay Mindanao Foundation Incorporated and Coalition for Bicol Development, Tanggol Kababaihan seeks to empower women, girls, and gender-diverse groups by ensuring their active and meaningful participation among 40 Barangays in 12 cities and municipalities across 8 provinces in the country.

Position Summary

The Project Officer will support the planning, implementation, monitoring, and reporting of Relief International's Tanggol Kababaihan: Operationalizing the Philippine National Action Plan on Women, Peace, and Security in one of the two provinces under RI Philippines portfolio.

Under the supervision of the Project Manager, the Project Officer will coordinate and network with various stakeholders, conduct regular field visits, facilitate capacity-building activities, and provide oversight of project activities in his/her area of coverage. The Project Officer will ensure that the project meets its objectives, adheres to timelines, and aligns with donor and organizational requirements.

Key Areas of Accountability

Project Management

  • Provide the necessary support in ensuring effective planning, implementation, monitoring, and reporting of all project activities in line with project objectives and timelines.
  • Support the Project Manager in developing and managing project work plans, procurement plans, and budgets, ensuring timely delivery and efficient use of resources.
  • Ensure that gender equality, youth empowerment, conflict sensitivity, and social inclusion are integrated across all components of the project.
  • Support in the effective documentation of project outcomes, best practices, and lessons learned for both internal learning and external dissemination.

Financial Management and Budget Monitoring

  • Support in preparing project expenditures to ensure alignment with the phased budget and compliance with donor requirements.
  • Prepare budget proposal for activities and process requests such as cash advances, purchase requests, travel advances, etc. for their respective regions.
  • Support in the preparation of monthly financial projections based on the latest Budget vs Actuals (BvA) report, ensuring alignment with the approved budget and financial plans.
  • Support in ensuring donor compliance not only at the financial level but also across programmatic and technical aspects of project implementation.

Donor Compliance and Reporting

  • Work with the Project Manager to ensure full compliance with donor requirements, including adherence to financial, procurement, and operational regulations.
  • Coordinate with support teams (Supply Chain and Operations, Finance, MEAL) to ensure timely submission of quality donor reports – both narrative and financial.
  • Maintain accurate project records, including project partners data, activity documentation, and financial tracking aligned with donor guidelines.
  • Support in internal project reviews and participate in external audits or evaluations as needed.

Monitoring, Evaluation, Accountability, and Learning

  • Work with the MEAL team in developing and implementing MEAL frameworks and tools.
  • Support in the collection, analysis, and use of data for project tracking and decision-making.
  • Promote learning through documentation of good practices, lessons learned, and success stories.

Partnership Management and Stakeholders Engagement

  • Cultivate and maintain effective partnerships with national government agencies, provincial/municipal local government units, civil society organizations, security forces (e.g. AFP and PNP), community leaders, and other stakeholders.
  • Represent RI Philippines in coordination forums, peacebuilding clusters, and relevant technical working groups.
  • Facilitate community-level engagement processes to ensure project relevance, community ownership, and sustainability.
  • Promote meaningful participation of women, youth, and other marginalized groups in governance and peacebuilding platforms supported by the project.
  • Identify and build synergies with complementary programs and partners working in the same geographic and thematic areas.

Risk Management & Safeguarding

  • Support the Project Manager in identifying project risks and developing mitigation strategies.
  • Ensure compliance with safeguarding, protection, and Do No Harm principles.
  • Address incidents and complaints in coordination with compliance and HR teams.
  • Promote the safety and well-being of both staff and beneficiaries.
  • Ensure that project activities are designed and implemented in line with RI's safeguarding policies.
  • Work with partners and local stakeholders to raise awareness on safeguarding principles and mechanisms for reporting abuse.

Required

Experience and Skills

  • 5 years of relevant work experience managing complex governance and conflict-sensitive development projects;
  • Demonstrated experience and expertise related to strengthening local governance, economic development, livelihoods, gender-sensitive programming, and peacebuilding;
  • Experience in building and maintaining relationships with government institutions and other agencies, civil society, private sector,r and UN agencies in sensitive political environments;
  • Strong interpersonal skills and ability to build trusting relationships with diverse stakeholders, including community leaders, women's groups, and local authorities;
  • Adaptability and resilience in challenging work environments, including remote or underserved communities and areas affected by conflict;
  • Knowledge and interest in research and learning;
  • Strong coordination, facilitation, and communication skills;
  • Ability to prioritize, meet deadlines, and manage multiple tasks with minimal supervision;
  • Experience in resource mobilization, donor coordination, and compliance;
  • Excellent command of English, both written and oral.

Desirable

  • INGO experience and an excellent grasp of operational issues.
  • A detailed understanding of development challenges and funding mechanisms for development work, such as Relief International.
  • Experience working in humanitarian, conflict-affected, fragile, and/or development contexts is an asset;
  • Experience in the covered region and knowledge of local languages or cultural context is an asset.
