JOB OVERVIEW
The Project Engineer – Upper Basin supports the planning, supervision, and execution of Upper Basin construction works, ensuring alignment with engineering, quality, safety, environmental, and schedule requirements.
The role works closely with contractors, consultants, the Owner's Engineer, and internal teams to monitor progress, resolve technical issues, and ensure compliance with project standards. Ideal candidates have experience in large-scale earthworks and quality-critical civil infrastructure projects.
THE ROLE
- Support the implementation of construction and execution strategies for Upper Basin works in alignment with overall project objectives.
- Supervise and monitor site construction activities related to the Upper Basin, including earthworks, embankment construction, drainage systems, slope stabilization, access roads, and associated civil works.
- Coordinate with EPC contractors, consultants, and the Owner's Engineer to ensure compliance with project specifications, construction methodologies, and quality requirements.
- Monitor contractor performance in relation to safety, quality, progress, manpower, and equipment resources.
- Review engineering drawings, technical submittals, method statements, inspection and test plans (ITPs), and construction schedules.
- Support quality assurance and quality control activities for bulk earthworks, compaction, material testing, embankment construction, and other critical civil works.
- Participate in the development, review, and monitoring of RCC (Roller Compacted Concrete) mix designs, test sections, placement procedures, and testing activities where applicable.
- Coordinate technical interfaces between civil, geotechnical, environmental, survey, and electro-mechanical teams.
- Conduct regular site inspections and proactively identify construction, quality, safety, and schedule risks.
- Monitor daily and weekly construction progress and prepare engineering reports, dashboards, and project updates.
- Assist in evaluating construction issues, design changes, site instructions, and variation requests.
- Ensure compliance with project environmental, health, safety, and regulatory requirements.
- Support commissioning, handover, punch-list closure, and project close-out activities.
- Maintain accurate project documentation, records, inspection reports, and lessons learned.
Requirements
- Bachelor's Degree in Civil Engineering; PRC License preferred.
- Minimum of 10 years of relevant experience in large-scale infrastructure, dam, hydropower, mining, water resources, or heavy civil construction projects.
- Proven experience in bulk earthworks construction with stringent quality assurance and quality control requirements.
- Experience in projects such as dams, tailings storage facilities, engineered levees, reservoirs, landfills, or similar large-scale earth structures is highly preferred.
- Familiarity with embankment construction, compaction control, material testing, geotechnical monitoring, and earthworks quality management.
- Mandarin/Chinese speaking ability is highly preferred.
- Willing to work 100% onsite and be assigned to either Rizal or Laguna project locations.
