Job Description

Responsibilities And Accountabilities

Core Responsibilities

Technical Evaluation: Serve as a member of the Technical Evaluation Committee (TEC) for civil works, equipment, and goods tenders, applying approved criteria and scoring methodologies to assess technical submissions and verify compliance with mandatory requirements and AfDB procurement standards.

Reporting & Meetings: Prepare individual scoresheets, draft sections of the consolidated Technical Evaluation Report, and participate in TEC meetings, bid clarifications, and post-qualification verification.

Tender Preparation: Support the preparation and quality checks of tender packages, including technical specifications, drawings, scopes of work, and evaluation criteria.

Clarifications & Coordination: Draft responses to bidder clarification requests and coordinate with field engineers, sector technical leads, the QA/QC Engineer, and the procurement team to resolve technical and documentation gaps.

Milestone Tracking: Maintain trackers for procurement milestones, tender batches, evaluation status, and contract awards across the four states and three sectors under the batch-as-ready approach.

Document Control: Apply systematic filing, version control, and naming conventions across all AfDB Programme Unit procurement and engineering documentation, including SharePoint repositories.

Audit Trails: Sort, process, and archive bid submissions, evaluation records, clarification correspondence, and contract documentation to maintain a complete audit trail for AfDB review.

Confidentiality & Ad Hoc Support: Maintain strict confidentiality regarding bid information and evaluation deliberations, and provide ad hoc administrative and technical analysis support to the AfDB Programme Unit as requested.

Required Qualifications And Experience

Education

Degree: Bachelor's degree in Engineering, Construction Management, Architecture, or a related field.

Certification: Professional engineering certification or licensure is considered a strong asset.

Experience

Industry Experience: Minimum of 5 years of relevant professional experience in the construction sector, including roles in civil engineering, construction project management, contract administration, or quantity surveying.

Technical Review: Demonstrated experience in the technical review, scoring, or evaluation of contractor submissions, technical proposals, or Bills of Quantities (BOQs) for infrastructure projects.

Procurement Support: Experience supporting large or multi-package procurement processes for construction works, including tender preparation, bid evaluation support, and contract documentation.

Sector Familiarity: Familiarity with health facilities, education facilities, or WASH infrastructure is preferred.

Committee Service: Prior service on a Technical Evaluation Committee, or equivalent participation in formal bid evaluation processes for international organizations, multilateral donors, or government procurement, is an asset.

Technical Skills

Engineering Literacy: Proficiency in reading and interpreting engineering drawings and technical specifications.

Analysis & Estimation: Strong quantitative and analytical skills for technical reviews, scoring, BOQ verification, and cost estimation.

Advanced Software: Advanced MS Excel skills (formulas, data analysis, pivot tables, and comparison/scoring matrices).

Tools: Proficiency in MS Word, SharePoint, and standard document management or filing systems.

Languages

English: Full professional fluency in both written and spoken English is required.
