JOB DESCRIPTION

Under the direction of the Director IV, the Project Development Officer V serves as the Head of the Quality Assurance Division (QAD) of the Social Registry Office (SRO).

The position oversees the Division responsible for reviewing all DSWD Social Registry (DSR) systems, applications, and targeting data prior to its use, in coordination with relevant offices within the Department, to ensure compliance with the operational requirements, established standards, and data quality principles. The Division also serves as the Department's Secretariat for the development, implementation, and monitoring of compliance with the Department-wide data governance framework, including related policies, standards, and standard operating procedures.

The position leads the Office-level review of policy proposals, legislative bills and resolutions, and provides technical expertise on matters related to identity management, interoperable systems within the DSWD and across government agencies, and beneficiary targeting. It also spearheads the development and periodic updating of the Office's manual of operations, guidelines, procedural issuances, and communication strategies to support the effective implementation of the DSR and its various micro-services.

The position is also expected to effectively communicate, cascade, and follow through all management directives, ensure the timely delivery of high-quality outputs, and provide effective leadership and supervision to the Division in achieving its mandates, targets, and performance standards.

Functions and Responsibilities:

1. Provides overall leadership, direction, and supervision of the Division to ensure the efficient, timely, and quality delivery of outputs and services

2. Leads the scoping and conduct of quality assurance (QA) reviews of DSR systems, applications, and standardized targeting data prior to deployment or use, and oversees the preparation and submission of corresponding QA reports

3. Provides guidance in the review and/or preparation of technical and substantive inputs to policy proposals, standard operating procedures, and other related issuances, especially those related to identity management, interoperable systems within the DSWD and across government agencies, and beneficiary targeting

4. Coordinates with concerned Offices and stakeholders in the conduct of Data Governance Council meetings and facilitates the review and refinement of data governance policies, standards, guidelines, and related issuances

5. Provides technical assistance and guidance to staff, regional counterparts, and internal and external stakeholders on matters within the Division's scope of work, serves as a resource person when necessary, and represents the Office in meetings, technical working groups, and inter-agency or internal committees, as may be assigned

6. Leads the development and implementation of communication strategies, including the formulation of key messages, branding and campaign concepts, and provides guidance in the development of information, education, and communication (IEC) materials

7. Manages all grievances received by the Office pertaining to beneficiary targeting, in coordination with the concerned internal and external stakeholders

8. Monitors and evaluates staff performance against agreed deliverables and performance standards, and implements or recommends appropriate corrective actions, developmental interventions, and catch-up plans to address performance gaps and improve results

9. Assesses staff competencies and development needs, and implements appropriate capacity-building interventions, including coaching, mentoring, training, and other learning and development opportunities, to enhance individual and team performance and

10. Conducts Division meetings regularly to communicate management directives, review performance and accomplishments, facilitate discussions on operational issues and concerns, build consensus on appropriate courses of action, and elevate matters requiring higher level guidance or resolution.
