A well-establish renewable energy firm in Makati City is seeking for a Project Development Officer as part of its expansion locally.
Work set up: Permanent and full time
Monday to Friday usual dayshift schedule
Job Description
• Identify, evaluate, and qualify new renewable energy project opportunities (solar, BESS, hybrid) aligned with company strategy and DOE policy directions.
• Conduct preliminary site assessments, resource analysis, and high-level feasibility evaluations to determine project viability.
• Prepare project origination briefs and investment screening memos for management review.
• Monitor DOE bid rounds, competitive selection agreements (CSA), and Green Energy Auction Program (GEAP) timelines; position the company for strategic participation.
• Build and maintain a healthy project pipeline database with status tracking, risk flags, and development milestone timelines.
• Lead project development activities from concept through Notice to Proceed (NTP), managing all development workstreams in a structured and timeline-driven manner.
• Develop and maintain comprehensive project development plans covering land acquisition, permitting, grid interconnection, offtake, financing, and engineering milestones.
• Coordinate with the Permitting and Compliance Officer to align regulatory timelines with the overall project schedule.
• Facilitate NGCP grid interconnection processes, including SIS/GIS applications, Point of Connection (POC) negotiations, and connection agreement execution.
• Oversee the preparation of technical studies, site development plans, and pre-feasibility reports in coordination with Engineering.
• Identify development risks early and escalate with mitigation strategies to the Director, Project Development.
• Lead land acquisition activities including site identification, title verification, due diligence and negotiation of lease agreements and option contracts with landowner.
Job Requirements
• Bachelor's degree in engineering (Electrical, Civil, Mechanical), Business Administration, Economics, Finance, Environmental Science, or a related field.
• A Jurist Doctor Degree or a master's degree in environmental management, Business Administration (MBA), Energy Management, or Public Policy is an advantage.
• Professional Engineer (PRC-licensed) designation is a plus for engineering backgrounds.
• Minimum of three (3) to five (5) years of experience in project development, business development, or investment in the energy, infrastructure, or real estate sectors.
• Demonstrated track record of managing renewable energy projects (solar, wind, BESS, hydro) from development through financial close or NTP.
• Experience working with Philippine regulatory agencies (DOE, ERC, NGCP) and LGUs in a project development capacity.
• Prior exposure to project finance, investment due diligence, or lender coordination is highly preferred.
• Strong understanding of the Philippine renewable energy regulatory framework: RA 9513 (RE Act), RA 9136 (EPIRA), Green Energy Auction Program, Feed-In Tariff, and GEA mechanisms.
• Working knowledge of NGCP grid interconnection processes, power system fundamentals, and electricity market dynamics (WESM).
• Financial literacy: ability to read and understand project financial models, IRR/NPV
analysis, debt sizing, and investment return metrics
