Job Description

The Program Manager is responsible for leading and managing patient recruitment strategy and overall program coordination at the Cebu Comprehensive Cleft Care Center of Excellence (COE).

The role ensures adequate patient pipeline to support surgical and comprehensive care activities, maintains strong community and stakeholder partnerships, and oversees implementation of programmatic operations aligned with center growth objectives.

The Program Manager provides oversight to Comprehensive Care services through coordination with the assigned Program Coordinator and relevant unit leads, ensuring continuity of care and integration across patient-facing services.

Duties and Responsibilities

  • Patient Recruitment and Community Engagement (Primary Focus)
  • Lead patient mapping, recruitment strategy, and registry management for the Cebu COE.
  • Ensure adequate patient flow aligned with surgical schedules and comprehensive care capacity.
  • Maintain and strengthen relationships with LGUs, NGOs, partner hospitals, and community health workers.
  • Oversee patient screening pipelines and referral systems.
  • Monitor patient journey metrics and recommend improvements in recruitment and retention.
  • Program Operations and Coordination
  • Oversee day-to-day programmatic flow related to patient recruitment and services.
  • Identify operational gaps affecting patient movement, scheduling, or experience.
  • Coordinate with medical leadership to align recruitment targets with surgical capacity.
  • Support implementation of global standards and operating procedures at the COE.
  • Oversight of Comprehensive Care Services

Provide Program-level Oversight Of Comprehensive Care Services, Including

  • Nutrition
  • Psychosocial support
  • Speech
  • Dental
  • Supervise and coordinate through the assigned Program Coordinator responsible for Comprehensive Care
  • Ensure multidisciplinary alignment and continuity across surgical and non-surgical services.
  • Monitor service delivery performance and integration with surgical activities.
  • Strategic Planning and Growth
  • Collaborate with Center Senior Manager and leadership to develop annual and multi-year program plans.
  • Provide regular updates on patient recruitment performance and service utilization.
  • Identify expansion opportunities to improve patient reach and comprehensive care coverage.
  • Support development of partnerships that enhance recruitment and continuity of care.
  • Budget and Reporting
  • Assist in preparation and monitoring of patient recruitment and comprehensive care budgets.
  • Ensure proper documentation and reporting of program metrics.
  • Support compliance with OSP and OSI reporting standards.
  • Leadership and Team Management
  • Provide supervision and guidance to program staff under recruitment and comprehensive care functions.
  • Support performance management and professional development.
  • Foster cross-unit collaboration within the COE.
  • Uphold organizational values and professionalism.

Qualifications

  • Bachelor's Degree in Public Health, Healthcare Administration, Social Work, Development Studies, or related field.
  • Minimum 4–6 years of experience in program management, healthcare operations, or NGO service delivery.
  • Experience managing community partnerships and recruitment pipelines.
  • Experience supervising staff or coordinating multidisciplinary teams.
