Program Manager 

 

Description 

MKD Executive Services LLC is seeking a Program Manager to join the integrated program management office (PMO) in a leadership position supporting multiple contracts that will serve as a liaison with government points of contact. The ideal candidate will lead and coordinate a multidisciplinary program team, provide direction and oversight to ensure delivery meets agreed scope, schedule, quality, and contractual requirements, while fostering a high-performance culture for continuous improvement to achieve the overall mission objectives. 

This position requires an active DoD Secret Clearance with TS/SCI eligibility which requires US citizenship for work on DoD contracts. 

 

Essential Duties & Responsibilities  

  •  Lead coordination of priorities/resources between multiple construction projects.  
  •  Oversee delivery of schedule, budget and benefits realization, risks, issues, dependencies and assumptions, change and configuration management, including executive reporting and compliance with contractual, organizational and security obligations for assigned projects and programs.  
  • Establish and maintain strategic direction and program governance frameworks for the lifecycle of the Program by executing short and long-range goals, objectives, policies, and operating procedures in accordance with contract parameters.  
  • Ensure alignment with customer outcomes by maintaining effective program-level controls of a multi-faceted construction program that requires collaboration with customers to identify new project opportunities.  
  • Maintain effective working relationships with the government's project managers.  

Required Skills & Experience  

  • Required clearance: Active Secret clearance.  
  • Demonstrable success in government contracting (DoD preferred) through prior work experience in a customer-facing role.  
  • Working on SCIF construction and strong understanding of US security protocols. 
  • Previous experience in DoD Communication Platforms and Networks; testing/evaluation and/or operations.  
  • 8 years experience working with GovCon, preferably in a leadership role.  
  • Knowledge of process improvement techniques and ability to direct improvement initiatives.  
  • Experience interacting with and briefing senior government and industry acquisition leaders on topics related to timelines and financial status.  
  • Experience supporting large construction contracts leading complex development, production, fielding of platforms, and/or support initiatives with technical objectives.  
  • Experience with the Special Operations Command (SOCOM) in a Program Management or Technical Leadership role is desirable.  

 

 

Desired Skills & Experience  

  • Bachelor's degree in computer engineering, construction engineering, business, or a related discipline – desired MA/MS.  
  • Strong understanding of ICD-705 and DoD 5200.X documentation. 
  • Procurement and construction of SCIFs and Collateral spaces. 
  • Top Secret clearance with SCI eligibility. 
  • Experience with Other Transaction Authority (OTA) in GovCon. 
  • Embedded relationships with MAJCONs to assist with BD and growth. 
  • Deep understanding of, and relationships with, the Intelligence Community and federal interagency partners.  
  • Experience managing global projects and working OCONUS. 
  • Experience with managing relationships with Host Nation non-US military personnel.  
  • 8+ years of management/supervision experience in tactical network-related, information technology, or engineering/construction fields/programs.  
  • Budget management and execution experience.  
  • CMMC levels 1&2 requirements.  Working in GCCH environment.

 The MKD salary determination process considers several factors, including but not limited to: geographic location, Federal Government contract labor categories, relevant prior work experience, specific skills, education and certifications. The proposed salary for this position is: $121,400 USD - $195,000 USD
