About the Role
We are looking for a Product Owner – Business Analyst with strong expertise in commercial property & casualty (P&C) insurance to lead the design and delivery of a modern Policy Administration System (PAS).
In this role, you will act as the bridge between business and technology, owning the product backlog and shaping scalable, configurable insurance capabilities. You will play a key role in building a greenfield platform, reimagining insurance processes rather than replicating legacy systems.

What You'll Do
Product Ownership
- Own, prioritize, and manage the product backlog to deliver maximum business value
- Define product vision, roadmap, and release priorities
- Lead discovery efforts to identify opportunities for innovation and process improvements
Business Analysis & Solution Design
- Translate business needs into epics, features, and user stories with clear acceptance criteria
- Design and document end-to-end insurance workflows, including:
- Quoting & rating
- Underwriting
- Policy issuance & servicing
- Renewals, endorsements, cancellations, and reinstatements
- Develop process flows, decision tables, business rules, and data mappings
Insurance Product Modeling
- Contribute to the design of insurance products, including:
- Coverages, limits, and deductibles
- Rating structures and underwriting rules
- Forms, eligibility, and regulatory compliance
- Jurisdiction-specific variations
Agile Delivery
- Act as Product Owner within Agile teams, participating in:
- Sprint planning & backlog refinement
- Daily collaboration with developers and QA
- Sprint demos and retrospectives
- Make timely decisions to remove blockers and ensure delivery momentum
Collaboration & Stakeholder Engagement
- Facilitate workshops and design sessions with business and technical stakeholders
- Align cross-functional teams and drive decisions to closure
- Communicate complex insurance concepts clearly to both business and IT audiences
PAS Implementation
- Support implementation activities, including:
- Product configuration and integration design
- Testing, defect triage, and UAT
- Go-live readiness and post-production support
What We're Looking For
Required Experience
- 6+ years in Product Ownership, Business Analysis, or Insurance Consulting
- 5+ years in Commercial P&C Insurance
- 3+ years working on policy lifecycle capabilities (quote-to-bind, servicing)
- 2+ years experience with packaged PAS platforms, such as:
- Guidewire PolicyCenter
- Duck Creek Policy
- Insurity, Majesco, or Sapiens
Insurance Expertise
- Strong knowledge of at least two commercial P&C lines, such as:
- Commercial Property
- General Liability
- Commercial Auto
- Workers Compensation
- Businessowners (BOP), Umbrella/Excess
Agile & Product Skills
- Proven experience working as a Product Owner or closely aligned role
- Strong understanding of Agile methodologies and product lifecycle management
- Ability to prioritize competing demands and deliver incremental value

- Ability to design future-state solutions and challenge legacy processes
- Excellent communication, facilitation, and stakeholder management skills
Nice to Have
- Experience with greenfield PAS initiatives or digital transformation programs
