Job Description

Job Scope:

The Procurement Manager is responsible for overseeing the PPG Philippines purchasing activities, ensuring cost-effective acquisition of goods and services while maintaining quality, compliance, and timely delivery. The role manages supplier relationships, negotiates contracts, and ensures procurement strategies align with business and operational requirements.

Key Responsibilities

1. Procurement Operations

  • Oversee purchase requisitions, purchase orders, and supplier selection processes
  • Ensure timely procurement of materials, equipment, and services required by the business
  • Review and approve purchase requests within delegated authority limits

2. Supplier Management

  • Identify, evaluate, and accredit suppliers based on quality, pricing, and reliability
  • Negotiate pricing, payment terms, and contractual agreements
  • Conduct regular supplier performance reviews and manage vendor relationships

3. Cost Control & Budget Management

  • Develop cost-saving initiatives without compromising quality or service
  • Monitor procurement spending and ensure alignment with approved budgets
  • Provide regular reports on procurement savings and cost efficiency

4. Compliance & Governance

  • Ensure all procurement activities comply with company policies and regulatory requirements
  • Maintain proper documentation for audit and internal control purposes
  • Implement procurement standards to prevent fraud, conflict of interest, and irregular transactions

5. Coordination & Reporting

  • Coordinate with Finance, Operations, and end-user departments to understand requirements
  • Prepare procurement reports, supplier analysis, and purchase summaries for management
  • Support audits and management reviews as required

Requirements

  • Bachelor's degree in Business Administration, Supply Chain Management, Finance, or related field.
  • At least 5–8 years of experience in procurement or supply chain, with supervisory/managerial experience
  • Strong negotiation, vendor management, and contract management skills
  • Knowledge of procurement systems, ERP tools, and MS Office applications
  • Strong analytical, financial, and decision-making abilitiess
  • Excellent communication and stakeholder management skills
  • High level of integrity and ability to manage confidential information
  • Willingness to work in a fast-paced and deadline-driven environment
