Job Description

I. Job Responsibilities

  1. Plan and execute procurement of large-scale equipment transportation, heavy lifting and installation, and operations and maintenance services to ensure the efficient fulfillment of core business requirements.
  2. Lead end-to-end lifecycle management of critical path contract packages, from requirement alignment and supplier sourcing to final delivery and acceptance, guaranteeing the achievement of key project milestones.
  3. Accurately interpret core clauses of international procurement contracts, establish a compliant contract management system, and mitigate legal and commercial risks during contract execution.
  4. Fully identify risks related to delivery, design, documentation, responsibility division, and interface coordination, formulate targeted prevention and control plans, and oversee their effective implementation.
  5. Collaborate with internal departments, external suppliers, and multiple stakeholders to advance procurement projects efficiently and resolve various issues in cross-organizational collaboration.
  6. Continuously optimize end-to-end procurement processes, accumulate experience and lessons from high-value project procurement, and enhance overall procurement efficiency and cost control capabilities.

II. Requirements

  1. Possess professional procurement experience in the wind power, oil and gas, new energy, or heavy equipment industry, with familiarity in procurement scenarios involving large-scale equipment logistics, heavy lifting, or operations and maintenance services.
  2. Have practical experience in procurement or contract package delivery for high-value, high-impact projects, capable of independently overseeing key project execution phases.
  3. Proficient in interpreting international contract clauses and skilled in commercial negotiations, with solid capabilities in identifying, assessing, and mitigating contract risks.
  4. Master key phase management skills throughout the procurement process, with in-depth understanding of quotation structure integrity, payment mechanisms, and delivery milestones.
  5. Have experience in Total Cost of Ownership (TCO) management, able to balance procurement costs and service quality to achieve value maximization goals.
  6. Demonstrate excellent cross-stakeholder communication and collaboration skills, capable of quickly absorbing project experience and converting it into optimization measures to adapt to cross-regional business needs.
