Job Description
The Procurement Manager will be responsible for establishing and managing the company's procurement function, including sourcing, supplier management, purchasing, negotiation, cost control, and procurement processes.
As the company is newly established, this role will play a critical part in building the procurement function from the ground up. The successful candidate will establish procurement policies, systems, supplier networks, approval processes, and controls while ensuring the timely and cost-effective sourcing of products and materials.
The ideal candidate is a hands-on procurement professional with strong commercial and negotiation skills and experience building procurement processes in a start-up, greenfield, or rapidly expanding organization.
Key Responsibilities
Procurement Strategy & Planning
Establish and develop the company's procurement strategy, policies, procedures, and operating standards.
Develop sourcing strategies aligned with business requirements, inventory needs, quality standards, and cost objectives.
Establish purchasing plans and processes based on demand, inventory levels, and business forecasts.
Identify opportunities for cost reduction, process improvement, and supply optimization.
Supplier Management
Identify, evaluate, and develop suppliers based on quality, price, capacity, reliability, and delivery performance.
Establish a structured supplier accreditation and evaluation process.
Develop and maintain strong supplier relationships.
Negotiate pricing, payment terms, lead times, minimum order quantities, warranties, and other commercial terms.
Establish alternative and backup suppliers for critical products.
Purchasing Operations
Establish end-to-end purchasing processes from purchase requisition through purchase order, delivery, and documentation.
Ensure purchases are made within approved budgets and authorization limits.
Monitor purchase orders and supplier delivery commitments.
Coordinate closely with Warehouse and Operations to ensure timely availability of products.
Resolve supplier issues relating to pricing, quality, delivery, and order discrepancies.
Systems & Process Development
Build procurement SOPs, workflows, approval matrices, forms, and controls.
Establish procurement documentation and reporting standards.
Implement or improve ERP, procurement, purchasing, or inventory management systems.
Establish procurement KPIs covering cost savings, supplier performance, lead time, delivery accuracy, and purchasing efficiency.
Develop scalable procurement processes that can support the company's future growth.
Cost & Commercial Management
Monitor market prices and supplier pricing trends.
Negotiate competitive pricing and commercial terms.
Identify opportunities for savings and improved purchasing efficiency.
Monitor procurement spending against budgets.
Develop appropriate controls to prevent unauthorized purchases and unnecessary costs.
Cross-functional Collaboration
Work closely with Warehouse, Operations, Finance, and Management to align procurement with business requirements.
Coordinate with Warehouse on inventory levels, replenishment requirements, and product availability.
Work with Finance on purchasing budgets, payment terms, and supplier documentation.
Provide management with procurement reports, supplier analysis, and recommendations.
Qualifications
Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Operations Management, or a related field.
7+ years of experience in procurement, purchasing, sourcing, or supply chain management.
At least 3 years of experience in a managerial or supervisory capacity.
Strong experience in supplier sourcing, negotiation, purchasing, and vendor management.
Demonstrated ability to establish procurement systems, policies, processes, and controls from the ground up.
Experience working in a start-up, greenfield operation, newly established business, or rapidly growing organization is highly preferred.
Strong commercial and negotiation skills.
Experience with ERP, procurement, purchasing, or inventory management systems.
Strong analytical, problem-solving, and decision-making skills.
Strong stakeholder and supplier management capabilities.
Hands-on and comfortable working in an environment where processes are still being established.
Willing to work on-site in Valenzuela City.
