Organizational Setting and Reporting Relationship

The position of Principal Markets Development Advisory Specialist is assigned to the Advisory Division 2 (OMDA2) within the Office of Markets Development and Public-Private Partnership (OMDP) . You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to Director, OMDA2 and will oversee junior team members.

Your Role

As a Principal Markets Development Advisory Specialist, you will deliver private sector development (PSD) initiatives, including originating and executing bankable projects and transactions through transaction advisory services (TAS) across ADB's developing member countries (DMCs). This includes driving upstream market development to strengthen enabling environments for private sector participation and midstream transaction structuring and preparation to create opportunities for mobilizing capital and expertise from the private sector. You will implement PSD strategies, policies, and operational plans aligned with ADB's Strategy 2030, while identifying and advancing infrastructure finance and opportunities for public-private partnerships (PPP). You will lead TAS origination, processing, and implementation, ensuring high-quality execution of complex transactions in close collaboration with regional and solutions departments. You will also promote innovation in PSD through advancing climate finance, carbon markets, nature-based solutions, and state-owned enterprise (SOE) initiatives.

  • Strategy and Planning
  • Lead the development of the PSD shift following R99-22 ( Organizational Review: A New Operating Model to Accelerate ADB's Transformation Toward Strategy 2030 and Beyond ).
  • Lead the integration of PSD and PPP priorities into division- and department-level goals, strategies, work programs, and operational plans aligned with PSD and PPP.
  • Provide strategic and technical leadership in formulating to thematic policies, strategic frameworks, operational plans, and directional papers related to PSD and PPP.
  • Operations Management and Leadership
  • Lead origination, structuring, and delivery of bankable PSD transactions, including PPPs, through TAS, Asia Pacific Project Preparation Facility (AP3F), and technical assistance.
  • Identify opportunities for PSD upstream or market development activities (including developing or reforming policies and regulations, strengthening institutions, building capacity, screening potential projects and programs, and driving innovation) to help deliver transaction advisory operations, and implement such PSD upstream or market development activities coordinating with other departments.
  • Lead internal process for approval and implementation of TAS mandates and market development activities.
  • Lead consultant selection and management, including designing of their terms of reference, and ensure delivery of advisory operations.
  • Collaborate with regional and sector departments in Country Partnership Strategy (CPS) preparation, including the development and private sector diagnostics and PSD plans.
  • Contribute to country management teams and provide inputs and feedback to support ADB's PSD operations following the framework for ADB's support to the relevant DMCs.
  • Lead and promote OneADB approaches through close coordination with regional and other solutions departments.
  • Contribute to the processing and implementation of sovereign projects and programs contributing to PSD by screening opportunities, developing concept, and strengthening their design, quality, and development impact.
  • Maintain feedback loop with regional and other solutions department through coordination during project development and implementation.
  • Knowledge Management and Capacity Building
  • Lead OMDP's knowledge management activities, including establishment and maintenance of knowledge databases, and ensuring high-quality reports, briefing notes, speeches, and inputs to corporate documents and initiatives.
  • Lead market assessment and diagnostics and develop relevant solutions to promote PSD in DMCs.
  • Lead knowledge-sharing initiatives, including conferences, workshops, and capacity-building programs.
  • Partnerships and Coordination
  • Build and manage strategic partnerships with governments, private sector, and development partners, and represent OMDP in high-level engagements with international organizations.
  • Lead internal and external coordination to promote PSD goals, including trust fund and TA portfolio oversight and alignment with strategic priorities.
  • Staff Supervision
  • Lead and develop teams by providing clear direction, performance management and coaching to deliver high-quality outcomes.
  • Master's degree or equivalent in business administration, economics, finance or other relevant fields; or University degree in business administration, economics, finance or other related fields and at least 5 years specialized experience relevant to the position can be considered
  • At least 12 years of relevant professional experience in developing infrastructure projects including structuring and delivering PPP transactions with demonstrated international experience across multiple countries.
  • Hands-on experience structuring project finance transactions or providing advisory services in multiple sectors and countries including negotiation and coordination.
  • In-depth knowledge about PPP and financial market products and due diligence experience implementing infrastructure or climate.
  • Established network with key financial stakeholders, including export credit agencies, multilateral institutions, and commercial/investment banks.
  • Demonstrated ability to shape and influence major policy initiatives, and promote innovations in project design and management.
  • Experience leading policy dialogue with country partners.
  • Organization cross-cutting skills (e.g., collaboration, mentoring, innovation)
  • Advanced analytical capability to synthesize complex information, prioritize competing demands, and negotiate practical, high-value solutions.
  • Demonstrated ability to lead complex workstreams, manage multiple priorities, and resolve issues effectively in dynamic and multi-stakeholder contexts.
  • High proficiency in English, both written and spoken.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
