Job Description

PPP Development Associate Directorwill play a senior leadership role within Polestrom, leading advisory teams to structure, develop, and bring complex infrastructure and/or Public-Private Partnership (PPP) projects to financial close. This role combines deep transaction expertise with strong people leadership, requiring the ability to guide client engagements while building a high-trust, high-performance internal culture.

Responsibilities

1) Client Project & Transaction Leadership

  • End-to-End PPP Advisory:Lead infrastructure project development from concept definition, feasibility, and structuring through procurement, negotiation, and financial close of infrastructure advisory engagements and/or PPP proposals, including the preparation or review of financial, economic models, reports, presentations, and other materials as necessitated by a project
  • Transaction & Procurement Management:Manage solicited and unsolicited infrastructure and/or PPP transactions, overseeing the full project lifecycle through to contract award and close.
  • Stakeholder & Risk Advisory:Serve as a trusted advisor to public and private clients, coordinating stakeholders and advising on risk identification, allocation, and mitigation strategies across technical, financial, legal, and institutional dimensions.

2) Internal Team Leadership & Development

  • Build High-Trust Teams:Foster a collaborative team environment grounded in mutual trust, where open, rigorous discourse is encouraged
  • Drive Accountability & Commitment:Set clear performance standards, promote shared ownership of outcomes, and reinforce accountability at both individual and team levels.
  • Deliver Collective Results:Lead teams to prioritize collective success over individual achievement, aligning efforts toward timely, high-quality outcomes for clients and the firm.

Qualifications

Competencies

Ability to work effectively with a diverse group, including technical or transversal consultants, clients, government officials, management, and peers

Excellent written and verbal communication skills, with analytic capacity and ability to synthesize relevant collected data and findings

Familiarization with the Philippine PPP life cycle is preferred

Experience in financial and economic modeling and feasibility report preparation

Education

Advanced/Master's Degree in Finance, Economics, Business Administration, or other relevant disciplines.

Relevant professional certifications (e.g., CFA, PMP, PPP-related credentials) are highly desirable.

Experience

Minimum of7 years of relevant experiencein infrastructure development, PPPs, public sector programs, or development finance.

At least5 years in a senior advisory or managerial role, with a proven track record of advising on infrastructure and PPP transactions through to financial close.

Demonstrated experience working with government counterparts, private sector sponsors, and financiers.
