Overview

  • This position is physically located in the Philippines in support of LOGCAP***

Responsible for planning, coordinating and conducting day-to-day postal operations and logistics for US Army postal operation locations in the Philippines in accordance with the Performance Work Statement (PWS). Serves as the senior point of contact (POC) for Postal matters in the assigned areas and performs duties as a liaison to keep both the public and community administrators aware of postal related matters and changes affecting customers. Resolves mail service issues. Directly contributes to contract cost performance and operational efficiency and performs additional responsibilities as required.

  • Provides technical and administrative oversight for efficiency and effectiveness of the total postal operations in a US Army overseas Military Postal Service area of Clark, Aliaga, and Fort Magsaysay Philippines comprised of separate elements dispersed over a wide geographic area according to the PWS.
  • Implement standards, local policies and overall plans related to all class personal/official mail processing, Click & Ship window service at Fort Magsaysay, Aliaga, and Clark US Army sites.
  • Orient incoming postal workforce on their duties and responsibilities to ensure mission objectives are met which may require daily, weekly and quarterly inspections of postal service facilities. Review policies and procedures and provide training, as necessary to accomplish the postal mission.
  • Monitor postal operations on a continuing basis to ensure operating procedures are being followed and internal security is being observed in compliance with DoD Military Postal Service Procedures Manual (MPM). Identifying mail problems and recommending.
  • Coordinates with military postal authorities on mail processing, movement, and security issues that affect the daily operations of the postal operations.
  • Provides technical expertise and review requirements relating to workload factors and personnel utilization to minimize impact and ensure successful accomplishments of postal operations.
  • Resolves personnel conflict and issues disciplinary action when required. Recommends termination or contract non-renewal when appropriate.
  • Must be willing to work on holidays, short notices, and overtime. Vacation scheduling will also be dictated by mission requirements.
  • Performs additional responsibilities and duties as required.

Qualifications

  • Education/Certifications:
    • One-year related experience may be substituted for one year of education, if degree is required.
    • High School Diploma or bachelor's degree is preferred.
    • Candidate must possess a current stateside driver's license. In addition, must be able to obtain a local Philippines driver's license.
    • Must be a US Citizen.
    • Must have or able to secure SECRET Security Clearance
  • Experience:
    • Minimum five (5) years experience in Postal or mail room operations and experience handling accountable and registered mail preferred. USPS experience may be substituted.
    • Minimum of two (2) years in managerial or supervisory experience required.
    • Two (2) years in OCONUS Postal Operations are required.
  • Skills:
    • Candidates must be able to manage and supervise postal operations, which consist of mail processing, distribution, Operations, and Click & Ship Operations to include customer service and parcel bagging.
    • Candidates must process strong organizational skills, be proficiency in Microsoft Office, Excel, PowerPoint, Outlook, Word, and Office Tools.
    • They must also have the ability to work with a very diverse workforce. Candidates must be excellent communicators in both writing and oral communication.
    • This will include Performance Improvement Plans (PIP), SOP'S, Training Plan, and counseling employees.
    • Must also be able to work under pressure, manage multiple assignments simultaneously, and have excellent interpersonal skills.
    • Must possess good team building and Customer Service skills.
  • Supervisory/Budget Responsibilities:
    • Supervises the Postal supervisors under his/her span of control budget; tracks labor and other relevant budgetary concerns.
  • Other Requirements:
    • Work is generally conducted in an office environment. However, duties may involve working outdoors with a potential exposure to extreme climatic conditions, specifically desert heat. This position requires flexibility in work hours, and overtime may be required as needed and approved of by the USG. Work is generally conducted in an office environment. Candidates should not have permanent physical restrictions prohibiting duty involving prolonged standing, walking, or lifting of weights up to 70 pounds.
