Job Description

JOB SUMMARY

Envirocycle Philippines Inc. is looking for a Pollution Control Officer (PCO) who is responsible for ensuring the company's full compliance with all applicable Philippine environmental laws, regulations, permits, and standards. The role oversees environmental management programs, hazardous waste operations, regulatory reporting, and sustainability initiatives while providing technical support to plant operations. The ideal candidate has a strong Technical Services Department (TSD) background, preferably within the recycling or hazardous waste management industry, and is capable of immediately managing environmental compliance activities with minimal supervision.

KEY RESPONSIBILITIES

COMPLIANCE

  • Ensure compliance with all applicable environmental laws, regulations, permits, and standards, including:
  • Republic Act (RA) 6969 – Toxic Substances and Hazardous and Nuclear Wastes Control Act
  • RA 8749 – Philippine Clean Air Act
  • RA 9275 – Philippine Clean Water Act
  • Other applicable DENR-EMB regulations and environmental requirements.
  • Monitor regulatory updates and implement necessary changes to maintain compliance.
  • Serve as the company's official Pollution Control Officer and primary liaison with the Department of Environment and Natural Resources (DENR) and the Environmental Management Bureau (EMB).

PERMITS & REPORTING

  • Manage and maintain all environmental permits, licenses, and registrations, including:
  • Permit to Operate (PTO)
  • Discharge Permit
  • Hazardous Waste Generator Registration
  • Treatment, Storage, and Disposal (TSD) Facility Registration
  • Prepare and submit Self-Monitoring Reports (SMR), Compliance Monitoring Reports (CMR), and other regulatory reports accurately and within prescribed deadlines.
  • Ensure timely renewal of all environmental permits and regulatory requirements.

WASTE MANAGEMENT & TRACKING

  • Oversee the proper handling, segregation, storage, treatment, transport, and disposal of hazardous and non-hazardous wastes in accordance with DENR regulations.
  • Manage waste inventory and tracking using the DENR Online Hazardous Waste Manifest System.
  • Ensure proper documentation and recordkeeping for all waste movements, transport manifests, and disposal certificates.
  • Monitor waste minimization, recycling, and resource recovery initiatives to improve environmental performance.

PC & ENVIRONMENTAL MONITORING

  • Develop, implement, and monitor pollution prevention and environmental management programs.
  • Monitor wastewater treatment systems, air emission sources, noise levels, and other environmental aspects to ensure regulatory compliance.
  • Coordinate environmental sampling, laboratory testing, and monitoring activities.
  • Investigate environmental incidents, identify root causes, and implement corrective and preventive actions.

SERVICES & SUPPORT

  • Provide technical guidance and environmental compliance support to plant operations.
  • Review operational processes and recommend improvements to enhance environmental performance and regulatory compliance.
  • Support process optimization, waste reduction, and sustainability initiatives.
  • Collaborate with cross-functional departments to ensure environmentally responsible operations.

INSPECTION & AUDITS

  • Serve as the primary company representative during DENR, EMB, and other regulatory inspections, facility audits, and compliance assessments.
  • Coordinate audit preparations and ensure the availability of all required environmental records and documentation.
  • Address audit findings, implement corrective actions, and monitor compliance until closure.

DOCUMENTATION & RECORD

  • Maintain organized environmental records, permits, monitoring results, manifests, inspection reports, and compliance documentation.
  • Develop, review, and update environmental policies, procedures, work instructions, and emergency response plans.
  • Ensure environmental records are accurate, complete, and readily available for regulatory review.

TRAINING & AWARENESS

  • Conduct environmental compliance training and awareness programs for employees.
  • Promote environmental stewardship and sustainability initiatives across all departments.
  • Support emergency preparedness and environmental incident response activities.

IMPROVEMENT

  • Conduct regular environmental inspections and internal compliance audits.
  • Identify opportunities to improve environmental performance, operational efficiency, and regulatory compliance.
  • Recommend and implement best practices in pollution prevention, waste management, and sustainability.

QUALIFICATIONS

  • Bachelor's degree in Environmental Engineering, Chemical Engineering, Environmental Science, or a related discipline.
  • Accredited Pollution Control Officer (PCO) certification is required.
  • Minimum of 3–5 years of relevant experience as a Pollution Control Officer in a Treatment, Storage, and Disposal (TSD) facility, recycling plant, or hazardous waste management company.
  • Strong Technical Services Department (TSD) background is highly preferred.
  • Proven experience in the recycling, hazardous waste treatment, or environmental services industry.
  • Comprehensive knowledge of Philippine environmental regulations, particularly RA 6969, RA 8749, RA 9275, and DENR-EMB compliance requirements.
  • Experience managing environmental permits, SMR/CMR submissions, hazardous waste manifests, and regulatory inspections.
  • Proficient in Microsoft Office and environmental documentation systems.
  • Excellent analytical, organizational, communication, and problem-solving skills.
  • Ability to work independently and manage multiple compliance priorities.

PREFERRED

  • Hands-on experience working in a licensed Treatment, Storage, and Disposal (TSD) facility.
  • Familiarity with the DENR Online Hazardous Waste Manifest System.
  • Demonstrated ability to manage regulatory inspections and environmental audits independently.
  • Capable of immediately assuming responsibility for environmental compliance with minimal onboarding.
  • Strong leadership, stakeholder management, and decision-making skills.
