Job Summary
The Pollution Control Officer (PCO) shall be responsible for ensuring full environmental compliance of the ARECO Solar Power Project in accordance with all applicable Philippine laws, rules, regulations, permits, licenses, and standards issued by the Department of Environment and Natural Resources (DENR), Environmental Management Bureau (EMB), Local Government Units (LGUs), and other regulatory agencies. The PCO shall oversee and manage compliance with all Environmental Compliance Certificate (ECC) terms and conditions, environmental monitoring activities, reportorial requirements, permitting obligations, environmental audits, inspections, and all related environmental management functions throughout the project development, construction, commissioning, operation, and maintenance phases of the ARECO Solar Power Project.
The PCO shall likewise act as the primary liaison officer with DENR-EMB and other government agencies for all environmental matters and shall ensure timely submission of all mandatory reports, certifications, clearances, and compliance documents. In addition, the PCO may be assigned other administrative, operational, compliance, and project-related duties by the management of ARECO as may be necessary from time to time.

Location: Bacolod City, Negros Occidental, Philippines
Key Duties and Responsibilities
- Ensure strict compliance with all DENR-EMB regulations, Environmental Compliance Certificate (ECC) conditions, permits, and environmental laws applicable to the ARECO Solar Power Project.
- Serve as the officially designated and accredited Pollution Control Officer (PCO) for the project in accordance with DENR requirements.
- Facilitation and representation during government audits or third party auditors.
- Monitor, implement, and maintain compliance with the Environmental Management Plan (EMP), Environmental Monitoring Plan, and other environmental safeguard requirements.
- Prepare, review, and submit all required environmental reports, monitoring reports, Self-Monitoring Reports (SMR), Compliance Monitoring Reports (CMR), and other reportorial obligations within prescribed timelines.
- Coordinate with DENR-EMB, LGUs, and other regulatory bodies concerning inspections, permits, accreditations, certifications, and environmental compliance matters.
- Maintain complete and updated records of environmental permits, licenses, certifications, clearances, and compliance documentation.
- Oversee environmental monitoring activities including air quality, water quality, wastewater, hazardous waste management, noise monitoring, and related environmental parameters.
- Ensure proper management, handling, storage, transport, and disposal of hazardous and non-hazardous wastes in accordance with applicable regulations.
- Monitor contractor and subcontractor compliance with environmental laws, ECC conditions, environmental safety procedures, and project environmental standards.
- Lead and coordinate environmental audits, compliance inspections, and regulatory visits by government agencies and third-party auditors.
- Identify environmental risks and recommend corrective and preventive actions to ensure continuous compliance and environmental sustainability.
- Provide environmental orientation, awareness training, and compliance guidance to project personnel, contractors, and stakeholders.
- Prepare incident reports, environmental non-conformance reports, and corrective action plans whenever required.
- Coordinate and assist in securing environmental permits, clearances, renewals, and certifications required for project construction and operations.
- Assist management in the preparation and implementation of sustainability, environmental stewardship, and ESG-related initiatives where applicable.
- Perform other tasks, assignments, and responsibilities that may be assigned by ARECO management from time to time.
Qualifications
- Bachelor's Degree in Environmental Engineering, Chemical Engineering, Civil Engineering, Environmental Science, Biology, Chemistry, Forestry, or other related technical or environmental courses.
- Must be a duly accredited Pollution Control Officer (PCO) recognized by the DENR-EMB.
- With valid DENR-EMB PCO Accreditation and familiarity with Philippine environmental laws, rules, and regulations.
- At least five (5) years of relevant work experience in environmental compliance, pollution control, ECC compliance, or related environmental management functions.
- Experience in renewable energy, solar power, infrastructure, construction, industrial, or energy-related projects is highly preferred.
- Strong knowledge of DENR-ECC conditions, EMB reportorial requirements, environmental permitting processes, hazardous waste management, and environmental monitoring.
- Knowledgeable in preparing Self-Monitoring Reports (SMR), Compliance Monitoring Reports (CMR), and other DENR reportorial requirements for timely submission.
- Excellent coordination, communication, documentation, and report-writing skills.
- Ability to liaise effectively with government agencies, contractors, consultants, and project stakeholders.
- Highly organized, detail-oriented, and capable of handling multiple compliance requirements simultaneously.
- Proficient in Microsoft Office applications including Word, Excel, PowerPoint, and email correspondence.
- Willing to be assigned on-site in Bacolod City and conduct field inspections and monitoring activities as required.
