The Policy Advocacy Manager is responsible for monitoring and analyzing policy developments from the DOE, ERC, and other regulatory bodies to ensure the organization remains strategically well-positioned. This role involves synthesizing complex regulatory issuances into structured internal updates and conducting rigorous analytical research to evaluate how shifting policies impact the company's projects and portfolio. To support executive decision-making, the Manager drafts comprehensive policy briefs, position papers, and strategic recommendations. Furthermore, they maintain a holistic understanding of market trends and stakeholder movements while coordinating with internal teams to ensure organizational alignment on all advocacy efforts.
Policy Monitoring & Regulatory Intelligence
- Monitor DOE, ERC, NGCP, PEMC, and other agencies for new and emerging policies, circulars, guidelines, and directives.
- Collate, organize, and maintain a structured repository of policy updates and regulatory issuances.
- Conduct preliminary assessments of new policy issuances and provide internal insights on potential impacts to ARI.
- Track market trends, competitor actions, sector developments, and stakeholder signals relevant to ARI's strategy.
Policy Research, Assessment & Recommendations
- Perform analytical and research work to evaluate regulatory environments, policy risks, and strategic implications.
- Draft internal policy briefs, commentaries, talking points, and preliminary recommendations.
- Align and collaborate with internal teams (PDE, AP-ER, AP-IA, Legal/Regulatory, etc.) to consolidate and refine ARI's policy stances.
- Provide policy intelligence to support business development, project development, and strategic planning teams.
Policy Advocacy & Stakeholder Coordination
- Support ARI/AboitizPower participation in public consultations, TWGs, and regulatory hearings.
- Contribute to maintaining relationships with government agencies, industry associations, and external stakeholders.
- Monitor competitor filings, industry submissions, and stakeholder positions to inform ARI's advocacy direction.
Minimum Qualifications:
- Must be a graduate of Bachelor's Degree in Engineering, Economics, Public Policy, Political Science, Business, Law, or any related four-year course.
- Must have at least five (5) years of relevant professional experience in policy research, regulatory affairs, energy sector analysis, or related fields.
- Must be capable of conducting in-depth policy and regulatory analysis and translating findings into clear recommendations.
- Must have strong written and verbal communication skills for preparing policy briefs, position papers, and stakeholder presentations.
- Preferably with experience in roles involving coordination or leadership of teams or initiatives.
- Preferably with exposure to energy policy, renewable energy regulation, or power sector advocacy.
- Preferably with policy- or regulatory-related certifications.
- Holder of policy- or regulatory-related certifications are an advantage
