JOB DESCRIPTION
Project Management Standards
- Work in collaboration with Project/Program Management team to drive consistency of the project scheduling approach to facilitate accuracy in project execution and reporting
- Assist in defining and implementing schedule software (MS Project, Primavera, or specific program mandated software, etc.) management processes and procedures regarding scheduling conflicts/changes.
Project Planning
- Maintains the overall master schedule based on on-boarded (signed-off) new projects and triggers the inclusion of projects to the EDD business portfolio as per direction of the PMO Head.
- Integrate multiple schedules into a master project schedule, base lining, performance measurement/KPIs, baseline Budget at Completion (BAC), Cost Performance Index (CPI), Schedule Performance Index (SPI), Estimate at Completion (EAC), and Estimate to Complete (ETC)
- Excludes finished and/or fully closed-out projects, as per direction of the PMO Head.
- Develop and maintain summary level schedule reports Gantt, PERT, milestone charts, and other program management tools used to support critical path analysis, near-term tasks work authorizations, priority-based resource allocations, performance variances, and to support cost/schedule integration
- Partners with the Program Management team on planning, tracking, analysis, and reporting of projects/programs, maintaining dashboards and safeguarding one reliable source of truth.
- Supports Program Team in identifying and mitigating risks that will affect the overall schedule of the project.
- Manages a team of Program Management Officers (PMOs) to develop a consolidated Program Schedule for SMEDD.
- Aligns with the PMO Head, clients and stakeholders in the enrollment of new projects, adjustment of timelines, if necessary.
- Secures updates from Project Management Group and Design on a regular basis for analysis and publishing to all stakeholders.
- Gathers catch-up plans and issue resolutions of matters affecting the overall project timelines.
- Identify major milestones, decision points, project life-cycle and other project events
- Report potential scheduling problems
Resource Management
- Based on approved projects, analyses the required resources (budget and manpower among others) to support the delivery of the project.
- Gives recommendations in the deployment of resources based in scheduled timelines of the projects.
Budget Governance
- Monitors the status of all project budgets
- Secures monthly cost report and budget monitoring reports from Cost Management and Controllership division, respectively.
- Schedule estimating through elicitation of stakeholders to capture estimations of new work, updated actuals and remaining work
- Issues non-compliance memos to stakeholders who are non-compliant to submissions and deviating from Budget Process.
Reports and Documentation
- Oversees centralized repository/records keeping of original plans, latest plans, PMP, etc.
- Keeps all stakeholders informed through regular reports and updates.
- Prepares consolidated monthly program plan
- Prepares consolidated financial reports
Site Audit
- Conducts site audit, from time-to-time, to validate reports and understand site conditions vis-à-vis published plans.
JOB REQUIREMENTS
- Bachelor's degree in Engineering or Architecture is preferred. Graduates of Business-related courses may also be considered, provided they have relevant experience in construction planning, scheduling, and KPI development within the construction industry.
- At least 10 years of relevant experience in construction planning and scheduling, with a minimum of 5 years in a leadership or managerial role.
- Project Management Professional (PMP) Certification is an advantage.
