About The Job

Location: Calumpit, Bulacan

Reporting to: General Manager of Manufacturing

Functional Coordination: People and Organizational Capabilities (POC)

Supervises: HR and Administration Supervisor, Admin Staff, Safety Officers

The Plant HR and Administration Manager is responsible for the end-to-end management of human resources and administrative operations across all manufacturing units of Royu. The role exists to ensure the plant is adequately staffed, legally compliant, and operationally supported — enabling production leadership to focus on output while people practices remain sound, consistent, and business-enabling.

Within the organization, this role is the critical link between corporate HR direction and plant-level workforce realities. It translates manufacturing business needs into grounded people strategies — spanning recruitment, labor and legal compliance, employee relations, performance management, vendor governance, and site administration — while serving as a trusted advisor to the General Manager of Manufacturing on all people matters.

Other responsibilities include:

  • HR Business Partnering and Workforce Planning: Partner with manufacturing leadership and Corporate HR/POC to align workforce strategies, manpower plans, and people initiatives with operational and production goals.
  • HR Policy Administration and Site Support: Implement and uphold HR policies, systems, and administrative practices to support operational efficiency, employee services, and organizational compliance.
  • Site Administration & Support Services: Oversee facilities, security, housekeeping, transportation, utilities, and other support services to maintain a safe, compliant, efficient, and well-managed work environment.
  • Talent Acquisition and Onboarding: Work with the Talent Acquisition Team to ensure timely hiring, structured onboarding, and workforce readiness through a fair and merit-based recruitment process.
  • Employee Relations, Engagement & Compliance: Promote a positive and productive work environment through employee engagement, effective resolution of workplace concerns, and consistent application of company policies. Ensure compliance with labor laws, government regulations, occupational safety standards, and company policies.
  • Performance Management: Partner with plant leaders to drive the consistent implementation of performance management processes, promoting accountability, continuous feedback, and performance improvement across all levels.
  • Capability Development and Training Governance: Coordinate with the Learning and Development Team to identify capability and compliance gaps and ensure the timely delivery of training programs that support operational requirements and employee growth.
  • Manpower & Outsourced Service Coordination: Partner with the Outsourced Service Management Team in the administration of manpower agencies and other outsourced service providers. Ensure adequate workforce deployment, compliance with site and regulatory requirements, and effective service delivery to support manufacturing operations.
  • Key Stakeholders and Interfaces
    • Internal: Production, Quality, Engineering, Supply Chain, Finance, Corporate HR
    • External: DOLE and regulatory bodies; 3rd party manpower and security agencies; skills training providers and external trainers

To succeed and grow in this role, you will be required to meet the following qualifications:


  • Bachelor's degree of any course
  • At least five years of related experience as Administration and/or Human Resources Manager in a medium to large manufacturing organization
  • 8-10 years of progressive HR and Administration experience, with at least 5 years in a managerial role within a manufacturing environment
  • Strong Experience in two or more of the following: facilities management, administrative case handling, HR policy implementation, vendor management, recruitment, employee relations, and workforce retention
  • Strong interpersonal, communication, presentation, negotiation, and stakeholder management skills
  • Open to a 5-day workweek schedule in Calumpit, Bulacan
