□ Job Description

We are seeking an experienced Planning Manager to lead our tender preparation for civil engineering and infrastructure project(s) in various Southeast Asia countries, including the Philippines, Malaysia, Singapore and Indonesia. The successful candidate will play a key role in delivering accurate programme for the company's tender submission (infrastructure projects). This role requires in-depth understanding on the construction project, coordination within the tender team organization, stakeholder management including the client, and the ability to independently manage multiple project workstreams.

The successful candidate will be based in Manila, with the flexibility to undertake international business trips as required by project needs. We highly value candidates with a global mindset who are eager to extend their professional expertise across Southeast Asia and beyond.

□ Roles & Responsibilities

1) Tender Programme Development & Scheduling

  • Develop comprehensive Tender Programmes in accordance with international standards and client's requirement for the entire project scope of a large-scale infrastructure projects not only but including design, procurement, 3rd party approval and construction using Primavera P6
  • Establish a proper Work Breakdown Structure (WBS) and its level of details that considers client requirement, project scope and characteristics.
  • Define project logic, productivity and duration of the activities, critical path analysis (CPA), time location chart and resource loading in accordance with the project scope and client's requirements
  • Incorporate various constraints - including technical specifications, site access, and logistical requirements - into the master tender programme

2) Coordination & Programme Optimization

  • Liaise with company's internal departments (technical, estimation, procurement) and subcontractors to consolidate inputs and refine the tender programme
  • Update and modify the programme during the tender period to reflect design changes, clarifications
  • Perform programme optimization by analyzing construction Method Statements, contractual constraints, and local conditions (e.g., weather pattern, market-specific lead times)

3) Documentation & Reporting

  • Prepare detailed narrative statements explaining the scheduling logic and sequence for tender submissions
  • Maintain meticulous records of all programme revisions and version controls throughout the tender process
  • Client Clarifications & Presentations: Prepare and present planning-related clarifications and technical presentations to clients during the tender and post-submission phase.

□ Qualification and Experience

  • Education: Diploma or higher in Civil Engineering, Architecture, or a related construction management field
  • Experience: Minimum 5 to 8 years of professional experience in project scheduling and planning, specifically within infrastructure or civil engineering projects
  • Technical Skills: Mastery of Primavera P6 is mandatory; proficiency in MS Project and AutoCAD is highly preferred
  • Core Competencies: Deep understanding of Construction Method Statements and the ability to translate technical sequences into logical schedules; strong analytical skills for critical path analysis (CPM), resource loading, and schedule optimization
  • Language: Proficiency in written and verbal communication in English is essential

□ Working Condition: 8 hours per day / 56 days per week (negotiable)
