Job Description

Upgrade Energy Philippines (UGEP), a leading renewable energy company in the Philippines specializing in high-quality and cost-effective solar energy and energy efficiency solutions, is seeking a proactive and results-oriented Permit and Regulatory Supervisor to join our growing commercial team.

The Permitting and Regulatory Supervisor oversees the compliance with regulatory frameworks and manages the end-to-end permitting process across multiple renewable energy (RE) projects. This role ensures timely acquisition of permits, maintains strong relationships with government agencies, and supports strategic alignment with organizational goals.

KEY RESPONSIBILITIES:

Regulatory Compliance

  • Monitor and interpret relevant laws, regulations, and standards affecting operations.
  • Ensure organizational adherence to environmental, zoning, safety, and operational regulations.
  • Provide guidance to internal teams on regulatory requirements and compliance strategies.
  • Develop and enforce internal policies related to permitting and regulatory compliance.

Permitting Management

  • Lead the preparation, submission, and tracking of permits across project phases (Pre-Development, Development, Execution).
  • Liaise with agencies such as DOE, ERC, DENR, NCIP, DPWH, and LGUs to secure necessary approvals.
  • Maintain a centralized database of permits, licenses, and renewal schedules.

Stakeholder Engagement

  • Build and maintain collaborative relationships with regulatory bodies and local government units.
  • Represent the organization in public hearings, consultations, and regulatory meetings.
  • Coordinate with legal, project management, and external affairs teams to align permitting with project timelines.

Reporting and Documentation

  • Prepare regular reports for senior management on permit status, compliance risks, and mitigation plans.
  • Ensure accurate and accessible documentation for audits and inspections.

QUALIFICATIONS AND EXPERIENCE:

  • • Bachelor's degree in Business Administration or Management, Environmental Science or Environmental Management, Engineering, Real Estate Management, or a related field.
  • • Experience in solar energy industry is a plus.
  • • At least 3–5 years of relevant experience in permitting, licensing, or regulatory compliance within the real estate, energy, or infrastructure sectors.
  • • Experience coordinating with government agencies and handling regulatory documentation is an advantage.
  • • Strong sense of responsibility with the ability to work independently and collaboratively in a team environment.
  • • Excellent organizational, planning, and problem-solving skills with strong attention to detail.
  • • Proficient in MS Office applications (Word, Excel, PowerPoint); familiarity with project tracking tools is a plus.
  • • Adaptable, resourceful, and able to work well under pressure with minimal supervision.
  • • Willing to travel and conduct fieldwork as required.
