Education

JOB DESCRIPTION

The Social Welfare Officer V shall serve as the Division Chief of the Disaster Response Operations Management Division (DROMD), who is responsible for managing the overall operation and implementation of its programs and services, including but not limited to the formulation and implementation of plans, proposals, policies, and guidelines relative to the Disaster Response Operations. Can work 24/7 under pressure.

Functions and Responsibilities:

1. Accountable in ensuring that the commitments of the Division, along with activity/project implementation, Financial Management, and other critical areas, are timely complied with and delivered

2. Lead the preparation of activation of disaster response protocols upon the occurrence of disaster

3. Lead the post-disaster reporting and updating within the Bureau

4. Lead the planning, implementation, and monitoring of all disaster response operations in coordination with the DRMD

5. Ensure the effective and efficient distribution of relief assistance, such as provision of Food and Non-Food Items

6. Oversees the deployment and allocation of critical resources (manpower, materials, funds, and equipment) in disaster-affected areas and ensures its continuous monitoring

7. Lead the continuous improvement of programs by analyzing monitoring and evaluation data to identify gaps and opportunities, and spearhead the development and enhancement of policies, plans, and interventions to increase effectiveness and impact

8. Manage the provision of technical assistance through consultations, dialogues, conferences, and training, ensuring that all program-related concerns are promptly identified and effectively addressed

9. Provides comprehensive technical supervision and guidance to staff involved in program implementation, ensuring adherence to standards and the effective delivery of services

10. Develop, review, and update policies, guidelines, and Standard Operating Procedures for disaster response operations

11. Provide technical assistance and resource augmentation to DRMD on disaster response protocols, policies, and procedures

12. Lead and provide strategic direction for the Division

13. Oversee administrative and program operations as well as the implementation of disaster response programs and activities

14. Manage the deployment of staff to disaster-affected areas, ensuring appropriate assignment, duty coverage, and participation in Response and Early Recovery Cluster coordination

15. Deliver comprehensive technical supervision and guidance to staff involved in program implementation, promoting adherence to quality standards and ensuring the effective delivery of services

16. Ensure that Division staff are continuously updated on the latest Implementing Rules and Regulations related to the Disaster Risk Reduction and Management and updated integrated policy guidelines, fostering compliance and preparedness within the team

17. Assist the Department's Secretary or the Undersecretary/Assistant Secretary for DRMG/ DRMB Director during the Response Cluster meeting

18. Act as a representative of the Bureau Director to the meetings related to Disaster Response and Early Recovery Operations in the absence of the Director

19. Assist the Bureau Director, as well as participate in regular and/or important DRMG Cluster activities

20. Ensures that the tasks and deliverables designated to the division achieve Complete Staff Work status and

21. Undertake additional duties that may be assigned from time to time by higher authorities.

Job Outputs:

1. Accomplishment reports submitted monthly/quarterly, semi-annually and annually by the division

2. Policies and guidelines related to DRRM programs/projects/activities

3. Feedback reports on field missions/field monitoring visits / technical assistance meetings, workshops, training, etc, in inter-agency, collaborative meetings related to DRRM

4. Post-disaster reporting/ updating to all disaster-related events/ evaluation report

5. Approved project proposals for workshops, writeshops, trainings, and meetings

6. Accomplishment reports o f the division and

7. Other outputs delegated/designated by the Bureau Director.
