JOB DESCRIPTION The Social Welfare Officer IV shall serve as the Assistant Division Chief who shall assist the Social Welfare Officer V in supervising the staff of the four (4) sections of the DROMD: (1) Camp Coordination and Camp Management Cluster Management Section, (2) Internally Displaced Persons Protection Section (3) Food and Non-Food Items Section and (4) Emergency Cash Assistance Section. The SWO IV shall ensure that the Division fully complies with its mandated functions and responsibilities in disaster response. Can work 24/7 under pressure. | |||
Functions and Responsibilities: | |||
1. Assist in ensuring that the commitments of the Division along with activity/project implementation, Financial Management, and other critical areas are timely complied with and delivered 2. Assist in the preparation of the activation of disaster response protocols upon the occurrence of disaster 3. Assist with the post-disaster reporting and updating within the Bureau 4. Assist in the planning, implementation, and monitoring of all disaster response operations in coordination with the DRMD 5. Assist in the effective and efficient distribution of relief assistance, such as the provision of Food and Non-Food Items 6. Assist in the deployment and allocation of critical resources (manpower, materials, funds, and equipment) in disaster-affected areas 7. Conduct regular monitoring and evaluation of disaster response programs 8. Coordinates with other divisions to ensure alignment of goals, strategies, and actions, fostering effective implementation in disaster-related services and intervention 9. Support in the continuous improvement of programs by analyzing monitoring and evaluation data to identify gaps and opportunities, and spearheads the development and enhancement of policies, plans, and interventions to increase effectiveness and impact 10. Develop, review and update policies, guidelines and Standard Operating Procedures for disaster response operations 11. Provide technical assistance and resource augmentation to DRMD on disaster response protocols, policies, and procedures 12. Provide support and recommendations to the Division Chief in terms of program implementation, management, and operation 13. Provide technical assistance and guidance to staff in program implementation and delivery of disaster-related services and activities 14. Ensure that Division staff are continuously updated on the latest Implementing Rules and Regulations related to the Disaster Risk Reduction and Management and updated integrated policy guidelines, fostering compliance and preparedness within the team 15. Assist the Department's Secretary or the Undersecretary/Assistant Secretary for DRMG/ DRMB Director during the Response Cluster meeting 16. Attend and participate in DRRM meeting and activities 17. Prepare required DRRM-related reports 18. Ensures that the tasks and deliverables designated to the division achieve Complete Staff Work status and 19. Undertake additional duties that may be assigned from time to time by higher authorities. | |||
