JOB DESCRIPTION

The Social Welfare Officer IV shall be the focal person for the SCMD with regard to Kilos-Unlad Social Case Management including the SWDI administration, provision of interventions and other activities, post-service delivery, and significant strategic management functions that may be determined by the Division Chief to improve the efficiency of the operation and administrative performance of the Division.

Functions and Responsibilities:

1. Acts as Assistant Division Chief in the absence or if the Division Chief is on official business/leave

2. Prepares and reviews memoranda, official correspondence, and other communications related to the implementation and management of SCMD programs, activities and concerns

3. Prepares and consolidates accomplishment and implementation reports on Social Case Management, including analysis of program performance, implementation progress, issues, and recommendations

4. Develops and enhances guidelines, guidance notes, protocols, and other technical documents to support the effective and standardized implementation of social case management strategies and interventions

5. Develops concept notes, project proposals, project designs, advocacy strategies, and related technical documents in support of program initiatives and strategic priorities of the Division

6. Develops and prepares presentations, reference materials, and other communication resources on Kilos-Unlad, Electronic Case Management System (ECMS), Social Welfare and Development Indicators (SWDI), and other related social case management processes and tools.

7. Designs, coordinates, and supports capability-building activities and training programs, including the development of training designs, modules, presentations, and other learning materials.

8. Monitors program and individual performance and prepares periodic performance and accomplishment reports to support management decision-making and assessment of program implementation.

9. Performs administrative and operational functions, including coordination, documentation, scheduling, records management, preparation of reports, and other related tasks necessary for the effective and efficient operation of the Division.

10. Prepares and consolidates feedback reports on the implementation of social case management activities and related initiatives, including identified issues, concerns, recommendations, and areas for improvement.

(i) For RA 1080 Eligible (RSWs and/or other board passers only):

7. Performance Rating in the last semestral/probationary rating period or its equivalent, as may be applicable.

(i) Applicants from public sectors outside DSWD Central Office: If vying for promotion or transfer, a performance rating of at least Very Satisfactory in the last semestral/probationary rating period prior the date of assessment or screening is required.
