JOB DESCRIPTION The Social Welfare Officer III serves as the Section Chief of the Camp Coordination and Camp Management (CCCM) Section within the Disaster Response Operations Management Division (DROMD). In this capacity, the Officer provides strategic leadership and technical oversight for the planning, implementation, and monitoring of all CCCM programs and activities. Exercising significant independent judgment, the Officer manages Disaster Risk Reduction and Management (DRRM) initiatives, including technical assistance and resource augmentation. This role requires extensive experience and a profound knowledge of disaster response, demanding high levels of initiative, adaptability, and composure under pressure. | ||||||
Functions and Responsibilities: | ||||||
1.Serve as the CCCM Focal Person at the NDRRMC Response Pillar during activation of the Response Operation Center (ROC) 2.Lead the CCCM Cluster in coordination, planning, and decision-making processes during response operations 3.Prepare baseline data of all permanent/temporary Evacuation Centers all over the country 4.Prepare capacity assessment of Field Offices and LGUs regarding CCCM 5.Attend and represent the bureau in cluster meetings, inter-agency coordination mechanisms, technical working groups and other DRRM-related fora and events 6.Review, analyze and provide technical comments/inputs on accomplishment reports submitted monthly/quarterly, semi-annual and annually by the Field Offices 7.Supervise the daily accomplishment/deliverables of the DROMD-CCCM Section staff 8.Facilitation of Camp Management Audit 9.Prepare and manage duty schedules during blue and red alert activation at the agency and national level 10.Draft guidelines related to DRRM and CCCM Cluster's programs/projects/activities 11.Review and provide comments/inputs to the draft guidelines of other OBS and NDRRMC member-agencies 12.Monitor and provide technical assistance along CCCM Cluster's programs/projects/ activities 13.Provide technical assistance on CCCM during disaster response operations 14.Prepare communications, MOA with stakeholders 15.Prepare project proposal related to DRRM and CCCM activities 16.Coordinate with DWSD Field Offices CCCM focals and cluster-member-agencies for issues and concerns relative to the cluster 17.Oversee monitoring and evaluation activities, ensuring that CCCM interventions are tracked, reported, and analyzed for decision-making and policy improvements 18.Supervise and oversee the day-to-day activities of the section, ensuring the timely and efficient accomplishment of assigned tasks and responsibilities 19.Prepare Feedback Reports and 20.Perform other related tasks as may be assigned by the Division Chief and Bureau Director. | ||||||
