JOB DESCRIPTION Under the supervision of the Division Chief and the Section Head, the Social Welfare Officer III (SWO III) serves as a social welfare analyst responsible for spearheading the participatory design and development of social welfare and development models within the section's priority sector. The SWO III designs and leads foundational assessment activities (including psychosocial needs analysis, community profiling, and review of relevant social welfare literature to inform evidence-based design. Subsequently, the SWO III authors program/project concepts, comprehensive program/project designs, and core technical manuals based on ethical analysis and research findings. Furthermore, the SWO III provides technical guidance and mentorship to the SWO II staff and key external stakeholders. | |||
Functions and Responsibilities: | |||
1. Conduct foundational research (psychosocial needs analysis, community profiling, and review of relevant social welfare literature) to identify vulnerable population needs and inform social technology development 2. Lead and conduct consultation activities with clients and field staff that directly contribute to effective social welfare and development technology design formulation 3. Prepare concept notes that are responsive to the emerging needs of the sector 4. Formulate comprehensive social welfare and development technology design based on the results of social analysis and consultations 5. Develop relevant materials identified during the design phase, utilizing the lens of social work practice and ethics 6. Review, analyze and prepare high-quality technical papers and other official documents relevant to social service delivery and social welfare and development technology design formulation 7. Mentor Junior (SWO II) staff by providing daily work assignments, guidance on social work practice, and initial performance feedback 8. Attend and actively participate in inter-agency meetings (internal and external), ensuring all necessary technical details and partnership agreements are accurately coordinated 9. Prepare program/project-specific Work and Financial Plans (WFP) and ensure the timely and efficient utilization of project funds 10. Assist in Key Bureau-Wide special assignments such as planning, budgeting, risk management, quality management, social service institutional development, strategic priorities and capacity building and 11. Perform other related tasks and special assignments as assigned. | |||
