JOB DESCRIPTION Performs the implementation of regulatory policies, monitors sustained compliance with set standards, including desk reviews of reportorial requirements and documents submitted by registered, licensed, and accredited Social Welfare and Development Agencies (SWDAs), organizations / individuals issued with public solicitation permits, and SWDAs that avail of Duty exempt importation (DEI). Monitors and validate the SWDAs and Service Providers (SPs) operations with valid RLA Certificates and solicitation permits. Conducts augmentation support to FOs in their various monitoring activities. Provides technical assistance to the Standards Bureau's counterparts, client SWDAs, and SPs, and performs other related duties as assigned. | |||
Functions and Responsibilities: | |||
1. Conducts assessment of Social Welfare and Development Agencies (SWDAs) applications on Registration & Licensing and Accreditation of its Programs and Services, Public Solicitation, certification of Duty-Exempt Importation Donations and Implementing Civil Society Organizations (CSOs) including the accreditation of Pre-Marriage Counselors (PMCs) and Senior Citizens Centers (SCCs) 2. Acts on the requests and queries from Field Offices (FOs), OBSUs, various agencies and organizations relative to registration, licensing and accreditation and other regulatory concerns 3. Provides technical assistance to Standards Bureau's counterparts, SWDAs and to walk in/phone in applicants along registration, licensing, accreditation and other regulatory services and guidelines 4. Guides and assists SWDAs and monitors their compliance to existing DSWD policies/guidelines 5. Conducts assessment of reportorial requirements and other documents submitted by registered, licensed, and accredited SWDAs 6. Conducts augmentation support to FOs in their various monitoring activities (if needed) 7. Develops/revises and enhances regulatory standards, guidelines, manuals, tools and other policy documents and enrichment for quality service delivery of SWD programs and service 8. Provide inputs/ comments/ position paper on proposed policies, legislations, manuals, notes, guidelines, memorandum circulars, and/or draft bill to requesting OBSUs 9. Develops and conducts pilot testing strategies relative to standards development and quality service delivery of social welfare and development programs and services 10. Participates and/or assists in the conduct of dialogue, policy fora and consultation sessions via various platforms on standards review and development involving the regulators, regulated entities, other stakeholders and the public 11. Acts as Resource Person on topics along regulatory services and set standards 12. Conducts orientation and capacitate regulators and/or regulated entities on newly approved regulatory standards, guidelines, manuals, tools, and other policy documents 13. Assist in advocating legislative agenda relative to the regulation of Social Welfare Development Agencies (SWDAs) and Social Welfare Development (SWD) service providers 14. Monitors the operations of unregistered and unlicensed organizations and unauthorized public solicitation/fund drives in collaboration with the Field Offices 15. Manages complaints and information of cases against erring Social Welfare and Development Agencies (SWDAs), accredited service providers and individuals/organizations on DSWD's regulatory guidelines and related laws, in collaboration with Field Offices and Central Office Review Committee (CORC) 16. Perform other tasks as assigned by the Section Chief, Division Chief, or Bureau Director. | |||
