JOB DESCRIPTION The Social Welfare Officer II shall assist the SWO III for the Internally Displaced Persons Protection (IDPP) activities and other programs/projects of the Protection Cluster Management Section. He/She shall serve as the primary contact person of all Child Protection in Emergency focal persons of the DSWD Regional Offices, and other stakeholders and shall coordinate his/her coordination efforts to the SWO III. He/She shall coordinate and monitor all disaster response operations and shall be responsible for effective provision of Technical Assistance and Resource Augmentation (TARA) to the Regional Offices involved along IDPP. The position requires the ability to work under pressure. | |||
Functions and Responsibilities: | |||
1. Act as a Focal person on the Comprehensive Emergency Program for Children and Child Protection in Emergency for regional and intra-cluster coordination. Represents the bureau in the convening of the inter-agency committee for the implementation of Comprehensive Emergency Program for Children and RA 10821 and consolidation of the agency reports for the Annual Implementation Report 2. Monitor and provide technical assistance along RA 10821 and CEPC to the Field Offices, partners, and stakeholders 3. Coordinate with DSWD Field Offices CPiE focal persons and cluster-member-agencies for issues and concerns relative to emergencies and to the program 4. Monitor and coordinate with the National Child Protection Working Group Members programs/ projects/activities 5. Monitor and coordinate with Child Development Working Group Members programs/ projects/activities 6. Draft guidelines related to DRRM and Children in Emergencies and Protection for Children programs/projects/activities 7. Review and provide comments/inputs to the draft guidelines of other OBS and NDRRMC member-agencies 8. Monitor established Child Friendly Spaces and provide technical assistance 9. Planning Coordination with Field Office for their needs for technical assistance and resource augmentation 10. Provide learning development interventions to field offices, quick response teams, and other stakeholders in coordination with DPRD 11. Prepare communications, notice of meetings, minutes of the meeting, summary of agreements and deliverables, project proposals, etc. 12. Serve as Detailed Duty Officer (DDO) at the NDRRMC Operations Center (OpCen), and consolidate the situation reports submitted by Protection Cluster member agencies during response cluster activation 13. Prepare Protection Cluster Situation Report 14. Support monitoring, evaluation, and reporting activities of IDPP and Response Cluster to ensure compliance with standards, guidelines, and operational objectives. 15. Prepare after-duty reports, documentation reports, and feedback reports of activities undertaken 16. Attendance to inter-agency, bureau meetings, special events, and training/workshop related to DRRM and Response Cluster activities 17. Perform other related tasks as may be assigned by the Supervisor. | |||
