JOB DESCRIPTION The Social Welfare Officer I shall assist the SWO III for the Internally Displaced Persons Protection (IDPP) activities and other programs/projects of the Protection Cluster Management Section. He/She shall serve as the primary MHPSS contact person of all focal persons of the DSWD Regional Offices, and other stakeholders and shall coordinate his/her coordination efforts to the SWO III. He/She shall coordinate and monitor all disaster response operations and shall be responsible for effective provision of Technical Assistance and Resource Augmentation (TARA) to the Regional Offices involved along IDPP. The position requires the ability to work under pressure. | |||
Functions and Responsibilities: | |||
1. Leads in the provision of technical assistance and monitoring of the Gender and Development, and Gender-Based Violence in Emergencies PPAs to Field Offices and member Government Agencies in relation to the Protection Cluster and GBV-Sub Cluster. 2. Review, analyze and provide comments/inputs on MHPSS related guidelines, manuals, IEC materials, and other issuances 3. Coordinate with assigned Field Offices and GBViE focal person. 4. Draft guidelines related to Gender and Development, Gender-Based Violence in Emergencies, DRRM, and Response Cluster programs/projects/activities 5. Attendance to inter-agency, bureau meetings, special events, and training/workshop related to Gender and Development, Gender-Based Violence in Emergencies, DRRM, and Response Cluster activities 6. Prepare project proposal related to Gender and Development, Gender-Based Violence in Emergencies, DRRM, and Response Cluster 7. Act as Secretariat at the GBV Sub-Cluster Meeting and prepare Situation Reports and PowerPoint presentations during the activation 8. Attend and represent the department to cluster meetings and technical working groups particularly in MHPSS Cluster, DSWD Mental Health Committee 9. Monitor and coordinate with Gender-Based Violence Sub Cluster Member-agencies with their programs/ projects/activities 10. Act as Secretariat at the DSWD GBV Meeting and prepare PowerPoint presentations during the activation 11. Monitor and coordinate with DSWD Gender-Based Violence Technical Working Group Members programs/ projects/activities 12. Provide learning development interventions relative to Gender-Based Violence and Women-Friendly Space to Field Offices, Response Cluster Members and other stakeholders in coordination with DPRD 13. Review and provide comments/inputs to the draft guidelines of other OBS and NDRRMC member-agencies 14. Planning Coordination with Field Office for their needs for technical assistance and resource augmentation 15. Provide learning development interventions to field offices, quick response teams and other stakeholders in coordination with DPRD 16. Prepare communications, notice of meetings, minutes of the meeting, summary of agreements and deliverables, project proposals, etc. 17. Serve as Detailed Duty Officer (DDO) at the NDRRMC Operations Center (OpCen), and consolidate the situation reports submitted by Protection Cluster member agencies during response cluster activation 18. Prepare Protection Cluster Situation Report 19. Support monitoring, evaluation, and reporting activities of IDPP and Response Cluster to ensure compliance with standards, guidelines, and operational objectives. 20. Prepare after-duty reports, documentation reports, and feedback reports of activities undertaken 21. Attendance to inter-agency, bureau meetings, special events and training/workshop related to DRRM and Response Cluster activities 22. Perform other related tasks as may be assigned by the Supervisor. | |||
