JOB DESCRIPTION

The Supervising Administrative Officer shall assist the Chief Administrative Officer in the general administrative services pertaining to human resource management, records, property, other forms of support to operations, budgeting and accounting services.

Functions and Responsibilities:

1.1. Lead and coordinate the continuous improvement of administrative systems, work processes, and organizational procedures of the Division by identifying operational gaps, process inefficiencies, and opportunities for streamlining, innovation, and improved service delivery.

2.Assist the Chief Administrative Officer in ensuring the efficient and effective operation of all units under the Division and facilitate coordination among units to ensure timely delivery of outputs.

3.Align work outputs, processes, and activities with the Division's directions, priorities, and targets, and ensure compliance with applicable laws, policies, rules, regulations, and standards.

4.Review, develop, and recommend internal work processes, guidelines, standards, policies, and procedures applicable to the Division, consistent with the Quality Management System (QMS) and requirements of oversight agencies.

5.Lead the preparation and periodic updating of the Division Work and Financial Plan (WFP), Project Procurement Management Plan (PPMP), and other required planning and programming documents, in coordination with concerned units.

6.Supervise and monitor the implementation of Division programs, projects, activities, policies, and guidelines, identify implementation issues, and recommend appropriate corrective measures and solutions.

7.Monitor the status of major Division activities and deliverables and regularly provide updates and recommendations to the Division Chief to support timely management decisions.

8.Supervise preparation of budget and financial management functions and activities.

9.Review and evaluate periodic, accomplishment, monitoring, and special reports of the Division and ensure their accuracy, completeness, and timely submission.

10.Supervise and monitor the performance and outputs of personnel under the Division, ensuring that work assignments and deliverables are aligned with approved performance standards and targets.

11.Provide technical and administrative advice to the Division Chief on operational, organizational, and process-related concerns, and recommend appropriate courses of action.

12.Provide inputs to the division chief in rating the performance of subordinates, identifies performance gaps and proposes staff development needs.

13.Assist in the implementation of other programs and activities of the JJWC.

14.Perform other tasks and functions as may be assigned by CADOF, Deputy Executive Director and Executive Director.
