JOB DESCRIPTION

Under direction of the Deputy Program Manager, the position heads and manages the Program Convergence and Partnership Division. Establishes division goals, spearheads implementation of partnership activities, manages and monitors administrative and day to day division operations, directs staff ensuring accomplishment of objectives through supervision and monitoring of team members completed staff work.

Functions and Responsibilities:

1. Develops and executes the Division's Work and Financial Plan

2. Recommends and provides input on the improvement of Pantawid implementation related to internal and external partnership and convergence policies and mechanisms

3. Ensures alignment of Division Goals with Organization Goals

4. Communicates organization goals to division staff

5. Formulates, reviews and approves division work policies and processes

6. Oversees the performance and professional development of division staff

7. Establishes working relationship with internal units and external partners that impact on the division outputs

8. Manages division activities including the regular conduct of inter-agency and partnership activities

9. Evaluates, recommends and formulates Pantawid policies, particularly resolutions and guidance, in coordination with proponent divisions and OBSU

10. Networks with various stakeholders and organizations to complement resources and generate technical support for the 4Ps

11. Ensures technical assistance needs of the regions are addressed

12. Evaluates administrative and personnel concerns and makes recommendations towards efficient operations and professional development within the division

13. Communicates and coordinates with internal and external units/partners on concerns/issues brought to the division for appropriate action

14. Disseminates communications, directives, orders, and guidance to personnel ensuring adherence all standard operating procedures

15. Performs other tasks assigned by the National Program Director/Manager or Deputy Program Manager.

5. Copy of Special Order or Certification indicating the supervisory/management experience/functions signed by the HRMO or any authorized representative (for Division Chief positions only or as may be applicable)

6. Copy of appropriate Eligibility:

(i) For RA 1080 Eligible (RSWs and/or other board passers only):

7. Performance Rating in the last semestral/probationary rating period or its equivalent, as may be applicable.

(i) Applicants from public sectors outside DSWD Central Office: If vying for promotion or transfer, a performance rating of at least Very Satisfactory in the last semestral/probationary rating period prior the date of assessment or screening is required.
