JOB DESCRIPTION Under the direction of the Deputy Program Manager, the position heads the division provides strategic direction and operational leadership for the effective handling of grievances while promoting comprehensive client assistance strategies, provide final recommendations on the improvement of redress mechanisms and policies to the management committee (MANCOM), set and ensures that the division's goals are consistent with the organizational goals, ensures that the division's deliverables are met, manages the budget, and directs all assigned personnel. | |||
Functions and Responsibilities: | |||
1. General . Oversee the overall implementation of the Grievance Redress Division's (GRD) mandates and goals . Ensure that division's goals are consistent with the organizational goals . Communicate organization goals to division staff . Formulate the Division Annual Work and Financial Plan . Formulate, review, and approve works policies and processes . Oversee the performance and development of the GRD employees . Establish working relationships with internal and external partners that have an impact on the division's outputs . Provides technical and consultative services to internal and external partners 2. Client Assistance and Grievance Handling and Resolution . Ensure resolution of grievances within the prescribed timeline from both 4Ps beneficiaries and non-beneficiaries, while providing direct assistance to support their welfare and access to social services 3. Strategic and Operational Leadership in Grievance Handling and Client Relations and Assistance . Provide supervision and operational leadership for the effective handling of grievances while promoting comprehensive client assistance strategies . Recommend to the management effective mechanisms on the delivery of GRS 4. Monitoring, Periodic Review, and Tracking Progress . Conduct continuous monitoring of grievance data and client assistance processes, conducting periodic reviews to assess the efficiency and effectiveness of service delivery. It involves tracking performance indicators and grievance resolution progress to identify trends, bottlenecks, and areas for improvement, ensuring that performance targets are consistently met across all program levels. 5. Quality Assurance and Improvement . Ensure grievance handling and client support processes adhere to high-quality standards. It involves regular checks, audits, and service quality assessments to evaluate the consistency, effectiveness, and professionalism of the service delivery system. The focus is on minimizing errors, enhancing service responsiveness, and maximizing client satisfaction through continuous process refinement. 6. Technical Assistance and Capacity Building . Provide continuous capability building, guidance, and support to Field Offices and staff to enhance their capacity in both grievance handling and beneficiary support 7. Policy Development, Review and Enhancement . Develop, review, and enhance policies and procedures related to grievance handling and client assistance. | |||
