JOB DESCRIPTION

The Project Development Officer V serves as Division Chief of the DROMIC Division, providing overall leadership, strategic direction, and managerial oversight to ensure the Division fulfills its mandate and functions. The position is accountable for planning, organizing, and directing divisional operations in support of DRMB's disaster response mandate, specifically in data management, advocacy, information and communication, data gathering and analyzing data, media mileage, and ensuring alignment with organizational priorities. Can work under pressure 24/7 while managing the DRCC of the Agency.

Functions and Responsibilities:

1. Accountable for ensuring the timely completion and financial compliance of the Division's

commitments, projects, and critical operational requirements (e.g., Financial and Procurement

Management)

2. Assist the Bureau Director in overseeing the DROMIC Division's day-to-day operations, ensuring staff outputs meet required standards of accuracy, timeliness, and completeness

3. Assist in developing strategic project proposals, training designs, and budgetary requirements for DROMIC activities, including workshops and equipment

4. Ensure that all tasks and deliverables assigned to the Division are executed with diligence and achieve the standard of Complete Staff Work

5. Act as the Officer-in-Charge of the Division when required, and actively promote teamwork,

professionalism, and accountability among Division staff

6. Utilize data analysis to provide strategic insights that effectively shape media narratives,

operational priorities, and long-term disaster preparedness planning

7. Manage the relationship with media outlets, ensuring that all disaster-related information relayed to the public is validated, accurate, and concise for transparency and factual reporting

8. Lead the creation and execution of promotional information campaigns that highlight the

activities and successes of the Disaster Risk Management Bureau (DRMB)

9. Ensure strict adherence to the Bureau's mandate in all external communications and operational activities related to Camp Coordination and Management, Internally Displaced Persons (IDPs) protection, and the provision of Food and Non-Food Items (FNFI)

10. Lead the collection, validation, and organization of disaster-related data, ensuring it is properly formatted and ready for immediate dissemination

11. Review and validate official disaster reports and technical documents prepared by DROMIC staff, ensuring clarity, consistency, and alignment with disaster risk reduction and management (DRRM) requirements

12. Prepare and consolidate official disaster reports, briefs, and training materials conduct

orientations and capacity-building activities on DROMIC reporting systems for staff and Field

Offices

13. Coordinate with Field Offices, other DRMB Divisions, and partner agencies to harmonize data and ensure a smooth, efficient information flow for disaster response monitoring

14. Provide technical assistance and mentoring to staff through focused monitoring and learning sessions to strengthen reporting systems and operational efficiency and,

15. Collaborate with DRMB units and Division Chiefs to ensure coordinated efforts that fully support the Bureau's mandates.
