PREFERRED QUALIFICATION STANDARDS

Education

:

Bachelor's degree in Data Science, Statistics, Computer Science, Engineering, Economics, or related field. Postgraduate units in Data Analytics, Systems Design, or Public Administration preferred.

Training

:

Forty (40) hours of relevant training along the areas of Disaster Response related trainings, Organizational Development, DRRM policies and guidelines

At least 24 hours of relevant training in any of the following: Data Analytics, Power BI / Tableau, SQL / Database Design, or Process Automation (Power Automate, Apps Script, VBA).

Experience

:

Four (4) years of relevant supervisory experience generation and preparation of disaster-related reports, communications and project proposals knowledge and relevant experiences in the implementation of DRRM programs, projects, and activities

2-4 years of progressive experience in data analytics, process automation, or systems development - ideally in government or humanitarian data operations. Experience in leading a small technical team is highly preferred.

JOB DESCRIPTION

The Project Development Officer IV serves as Assistant Division Chief of the DROMIC Division, assisting the Division Chief in providing leadership, coordination, and oversight of divisional operations. The position ensures the effective execution of strategies, work plans, and directives set by management. The Project Development Officer IV as the Team Leader for Data Systems, Analytics, and Process Innovation serves as the technical backbone and strategic driver of the Department's disaster data management modernization efforts. Can work under pressure 24/7 while managing the DRCC of the Agency.

Beyond coordination, this role is responsible for designing data frameworks, developing automation tools, building validation dashboards, and introducing intelligent decision-support systems that enable faster, more accurate, and more transparent DROMIC reporting.

Functions and Responsibilities:

1. Design and deploy low-code automation tools (e.g., Power Query, Power Automate) to significantly reduce manual data encoding and reporting effort

2. Develop and maintain dynamic dashboards (Power BI/Tableau) for real-time DROMIC summaries and trend analysis

3. Implement robust data integration pipelines connecting LGU submissions, Field Office (FO) databases, and Central Office (CO) reports

4. Conduct predictive modeling and trend analysis on disaster impact, relief needs, and critical response time metrics

5. Provide quantitative and statistical decision support to leadership, utilizing rule-based models for strategic planning

6. Build and automate performance indicators and data quality scores for LGUs and FOs

7. Map current data workflows, identify redundancies, and implement streamlined Standard Operating Procedures (SOPs) across all organizational levels

8. Lead the digitization, integration, and quality assurance of data validation templates and automated report generators

9. Lead the collection, validation, and organization of disaster-related data, ensuring it is accurate, concise, and properly formatted for dissemination

10. Manage internal and external communications, ensuring all disaster-related information disseminated to the media and public is validated, accurate, and concise

11. Prepare and consolidate official disaster reports, strategic briefs, and training materials, providing strategic insights for operational priorities and planning

12. Supervise and mentor analysts in advanced data tools (Excel, Power BI, SQL) and technical best practices

13. Coordinate with Field Offices, other DRMB Divisions, and partners to harmonize data, ensure smooth information flow, and align automation standards with ICTMS

14. Accountable for timely compliance and delivery of divisional commitments (activity/project implementation, Financial Management), and ensuring Complete Staff Work status for all tasks and

15. Assist the Bureau Director in overseeing daily operations, promoting teamwork, and acting as Officer-in-Charge of the Division when required.

Job Outputs:

1. Record of Supervision to DROMIC technical staff memorandum and other related communications

2. Approved project proposals for workshops, writeshops, trainings, and meetings

3. Feedback reports on field missions/field monitoring visits / technical assistance meetings, workshops, trainings, etc.

4. DRRM-related DROMIC Reports, PowerPoint presentations

5. Documentary requirement of the Division

6. Comments and inputs to correspondences, policies, and guidelines as required by the Bureau Director

7. Digital Media and Traditional media monitoring, and

8. Other reports may be required.
