Training

Forty (40) hours of relevant training in management and supervision, disaster risk management, DRRM programming, and program implementation.

Experience

:

Four (4) years of combined experience in partnership, policy development, planning, monitoring, evaluation, research, financial management, procurement, and implementation of development projects.

Experience in disaster risk management and managerial/supervisory roles is an advantage.

JOB DESCRIPTION

The Project Development Officer IV shall serve as the Assistant Division Chief who shall assist in the supervision and provision of guidance in the operation and implementation of the capacity development activities, emergency response preparedness, policy development, building partnerships with external stakeholders, and managing special projects. Can work under pressure.

Functions and Responsibilities:

1. Accountable in ensuring that the commitments of the Division along activity/project implementation, financial management, resource management (Procurement, Property, Supply, Records, and Human Resource), and other critical areas are timely complied with and delivered

2. Develop and enhance policy papers, manuals, and modules governing disaster preparedness and response to ensure alignment with national standards and organizational objectives

3. Assist in providing technical input and guidance in reviewing and approving proposals related to preparedness activities and projects

4. Ensures the recruitment, training, deployment, and readiness of manpower, including Quick Response Teams (QRT), to maintain a highly skilled and mobilizable workforce for immediate disaster response

5. Coordinates comprehensive capacity-building initiatives along Camp Coordination and Camp Management, Internally Displaced Persons Protection, QRT Management, and other areas related to DRMB mandates

6. Assist in the deployment of trained Quick Response Team (QRT) Staff for disaster-related activities

7. Assist in partnership development and collaborative initiatives with external partners and other stakeholders, such as international organizations, NGOs, and other government agencies

8. Develop and establish necessary mechanisms, procedures, and processes to ensure effective, timely, and coordinated preparedness and response operations

9. Assist in the procurement, prepositioning, and management of Non-Food Items to ensure its ideal quantity based on the internal guidelines

10. Assist the development of the Bureau's strategic plans and commitments, ensuring they are aligned with the organization's mission and long-term objectives

11. Provide mentoring and motivate division staff to foster a productive and cooperative work environment

12. Assist in the timely recruitment and hiring of DRMB personnel, in strict adherence to established guidelines, policies, and procedures, while also ensuring that the recruitment process aligns with organizational needs, job specifications, and disaster response preparedness objectives

13. Provides comprehensive technical supervision and guidance to staff to ensure commitments and deliverables are accomplished

14. Attend and participate in meetings and events organized by the development partners and other partner stakeholders as assigned by the Division Chief, Assistant Bureau Director, and Bureau Director

15. Represent the division in the Bureau's Management Committee and other engagements with internal and external partners/stakeholders

16. Ensures that the tasks and deliverables designated to the division achieve Complete Staff Work status and

17. Undertake additional duties that may be assigned from time to time by higher authorities.

Job Outputs:

1. Technical Assistance to the PRD Technical Staff, other DRMB divisions, and FOs

2. Policy papers such as guidelines, guidance notes, Memorandum of Agreement, and etc.

3. Consolidated evaluation results and write-ups relevant to policy enhancement and development of guidelines

4. Relevant manuals, proposals, concept notes, terms of references, and standard operating procedures for program implementation and office operations

5. Planning, monitoring, and evaluation outputs and reports including, but not limited to, Strategic Plans, Theory of Change, Logical Frameworks, and Indicator Documentation Sheet

6. Inputs to other relevant plans, monitoring, assessment, and accomplishment reports

7. Capacity development and Technical Assistance Plans

8. Presentation materials for capacity building activities, technical sessions, and/or meetings

9. Procurement-related documents and reports that are required and mandated under existing laws and departmental guidelines

10. Regular and on-demand reports

11. Responses to memoranda and other necessary communications.
