JOB DESCRIPTION The Project Development Officer (PDO) III shall lead the Disaster Geographic Information System Section (DGISS) responsible for developing, enhancing, and maintaining Predictive Analytic tools and geospatial information databases using GIS applications and Remote Sensing technologies, and other related software and systems. As the assistant technical supervisor for the Section, PDO III is also responsible for ensuring that the Division fully complies with its mandated functions and responsibilities in disaster response - particularly in disaster information management - per AO 02, s. 2015. The PDO III shall lead in planning and monitoring activities of DROMIC's compliance to its mandate and strategic direction of the Department. | |||
Functions and Responsibilities: | |||
1. Assist the PDO IV in the supervision of the DROMIC Technical Staffs 2. Lead in the development and enhancement of Predictive Analytic tools using GIS applications and Remote Sensing technologies 3. Oversee the development and enhancement of an online GIS platform for visualization of DRRM-related data and information 4. Supervise the consolidating, validating, updating, and archiving of DRRM-related geospatial information database 5. Monitor, review, and generate thematic maps for data analysis and visualization based on various data sets 6. Review and evaluate GIS-related technical reports and outputs to ensure accuracy and quality of generated data/information 7. Supervise the processing, mapping, and analysis of hazards, exposure data, critical/lifeline facilities, resource capacities, displacements/evacuation sites, disaster-vulnerable areas, and other disaster-related information/data using GIS tools and Remote Sensing technologies 8. Prepare project proposal to keep abreast with technology trends, improve existing systems, and enhance technical capabilities 9. Provide technical input in planning, evaluating, and piloting technologies prior to major investment or deployment 10. Serve as resource person for GIS and Remote Sensing-related meetings/workshops/trainings to share updated information and establish linkages with other agencies/institutions/organizations engaged in DRRM technologies 11. Lead in the preparation and review of DRRM-related DROMIC reports and training manuals relative to DROMIC geospatial information database 12. Provide inputs in the review and formulation of policies and guidelines for enhancement 13. Conduct learning sessions or technical assistance with the Team on basic GIS workflows, spatial analysis, and sharing data/outputs through online GIS platform to support DRRM response operations and ASRSP implementation 14. Provide technical assistance to Field Offices 15. Conduct spot check monitoring of DROMIC Technical Staff work assignment 16. Supervise and oversee the day-to-day activities of the section, ensuring the timely and efficient accomplishment of assigned tasks and responsibilities 17. Closely collaborate with DROMIC Section Heads and Division Heads to ensure coordinated efforts and complete staff work and 18. Undertake additional duties or other DROMIC-related works as required and may be assigned from time to time by higher authorities. | |||
