JOB DESCRIPTION

The Project Development Officer III shall serve as Section Chief of the Policy Development Section under the Preparedness for Response Division of the Disaster Response Management Bureau. The position provides strategic and technical leadership in the development, enhancement, and institutionalization of DRR- and RRP-related policies. The role ensures that policies and frameworks are evidence-based, operationally responsive, and aligned with national standards to strengthen the disaster response and early recovery systems and ensure the effectiveness of the implementation of the programs and services of the Bureau.

Functions and Responsibilities:

1. Oversees and manages the overall operations of the Policy Development Section

2. Sets section targets and ensures timely and quality delivery of outputs

3. Reviews, refines, and approves technical outputs prepared by team members

4. Monitors compliance with documentary requirements, timelines, and reporting standards

5. Leads the drafting, review, analysis, and enhancement of DRRM- and RRP-related policies

6. Ensures integration of lessons learned from field operations, deployments, and post-disaster assessment into policy development and enhancements

7. Designs and develops evaluation tools to assess policy relevance, effectiveness, and implementation/operational impact

8. Supervise and oversee the day-to-day activities of the section, ensuring the timely and efficient accomplishment of assigned tasks and responsibilities

9. Develops frameworks, manuals, and reference materials that translate policy into clear operational guidance

10. Leads policy-related workshops, consultations, technical working groups, and validation activities

11. Provides technical assistance to divisions and field offices on policy formulation and implementation

12. Maintains an updated policy tracking and status monitoring of DRR- and RRP-related policy issuances

13. Oversees performance monitoring of section deliverables and ensures alignment with Bureau strategic targets

14. Participates in disaster response deployments and field missions as required and

15. Performs other related duties as may be assigned by the Bureau Director, Assistant Bureau Director, or Immediate Supervisor.
