JOB DESCRIPTION The Project Development Officer III serves as the section head of the Emergency Response Section and provides leadership in strengthening and operationalizing the department's preparedness for response systems. The position is responsible for overseeing Quick Response Team (QRT) readiness, Pre-Disaster Risk Assessment (PDRA) participation, Harmonized National Contingency Plan involvement, and anticipatory preparedness measures. | |||
Functions and Responsibilities: | |||
1.Oversees and manages the overall operations of the Emergency Response Section 2.Leads the development, review, and updating of DRRM plans/manuals and materials related to QRT management, PDRA participation and reporting, anticipatory action, and other preparedness measures 3.Provides technical inputs and comments on the draft DRR-related manuals/plans, operational procedures, and external issuances from NDRRMC and its member agencies 4.Oversees the monitoring and validation of QRT composition of the Department 5.Facilitates the annual issuance of a special order for Central Office QRT members and maintains an updated QRT database 6.Serves as the primary focal person for PDRA-related concerns and Central Office QRT management 7.Oversees and manages deployment of Central Office QRT members to requesting Field Offices during disaster response operations 8.Plans, organizes, and implements capacity-building activities for QRT members to strengthen their operational skills, coordination, and response capabilities. 9.Represents the Bureau in inter-agency meetings, technical working groups, workshops, and related DRRM activities such as the Harmonized National Contingency Plan (HNCP) 10.Serves as a primary member of the Exercise Planning Team for the National Simultaneous Earthquake Drill (NSED), contributing to planning, coordination, and evaluation of exercises 11.Prepares official memoranda, communications, endorsements, and related documentation 12.Supervise and oversee the day-to-day activities of the section, ensuring the timely and efficient accomplishment of assigned tasks and responsibilities 13.Participates in disaster response deployments and field missions as required and 14.Performs other related tasks, such as CRCF assessment and disaster-related technical assistance, as directed by the Bureau Director, Assistant Bureau Director, or Immediate Supervisor. | |||
