JOB DESCRIPTION The Project Development Officer III (PDO III) serves as the Section Chief of the Emergency Cash Assistance Section (ECAS) within the Disaster Response Operations Management Division (DROMD). He/ she provides strategic leadership and supervisory oversight for the section's comprehensive operations, including planning, monitoring, and evaluation (M&E) of all emergency cash programs. The PDO III is responsible for directing the provision of technical assistance and resource augmentation to Field Offices and Local Government Units (LGUs) to ensure the seamless delivery of crisis-recovery interventions. Supervisory function in the overall operations of the Emergency Cash Assistance Section (ECAS) in the implementation of the programs, projects and activities for victims of disaster and calamities with the following specific deliverables. This role demands initiative, adaptability, and the capacity to perform effectively in high-pressure situations. | |||
Functions and Responsibilities: | |||
1.Monitors and evaluates the implementation of Emergency Cash Assistance Programs, Projects and Activities (ECA-PPAs) 2.Provides technical assistance and resource augmentation in the implementation of ECA- PPAs 3.Oversees and provides direction in crafting the Work and Financial Plan for further submission to NDRRMC for the request of NDRRM Fund 4.Supervises the Section personnel 5.Staff supervision including report preparations, technical inputs, monitoring, and evaluation 6.Prepares and submits the Section's OPC and OPCR rating, plans and reports of the division 7.Closely consult and coordinate with the Division Chief, Assistant Division Chief and other section heads of the DROMD relative to cross-cutting concerns 8.Reviews and provides comments/inputs to the correspondence, draft policies, guidelines, position papers and legislative documents of other OBS and NDRRMC member-agencies 9.Planning Coordination with DSWD Field Offices for their needs for technical assistance and resource augmentation 10.Provides learning development interventions to field offices, quick response teams and other stakeholders in coordination with PRD 11.Attendance to inter-agency, bureau meetings, special events and training/workshop related to DRRM and Response Cluster activities 12.Supervise and oversee the day-to-day activities of the section, ensuring the timely and efficient accomplishment of assigned tasks and responsibilities 13.Promotes teamwork, high integrity and productivity among division staff and 14.Perform other related tasks as may be assigned by the Supervisor. | |||
