JOB DESCRIPTION The Project Development Officer (PDO) III serves as the section head of the Food and Non-Food Items (FNI) Section of DROMD. Under the direction and with substantial latitude for the exercise of independent judgment engaged in varied and special work pertaining to DRRM or performs very difficult, important work relating to technical assistance and resource augmentation, requiring training and moderate or lower training but considerable experience and through knowledge on Disaster Risk Reduction and Response Management. Functions and Responsibilities: | ||||||||
1.Act as Food and Non-Food Items (FNI) Focal Person at the NDRRMC Response Pillar during the activation of the Response Operations Center 2.Attend and represent the Department in cluster meetings and technical working groups, including but not limited to the Food and Non-Food Cluster, IATF Technical Group on Food Security, Technical Group on Zero Hunger, National Nutrition Cluster, Logistics Cluster, and other related inter-agency bodies. 3.Attend to inter-agency, bureau meetings, special events and training/workshop related to DRRM and FNI activities 4.Review, analyze and provide technical comments/inputs on accomplishment reports submitted monthly/quarterly, semi-annual and annually by the Field Offices 5.Supervise and monitor the daily accomplishments and deliverables of the DROMD-FNI Section staff. 6.Prepare and manage duty schedules during blue and red alert activation at the agency and national level 7.Draft guidelines related to DRRM and FNI Cluster's programs/projects/activities 8.Review and provide comments/inputs to the draft guidelines of other OBS and NDRRMC member-agencies 9.Monitor implementation and provide technical assistance to FNI Cluster programs, projects, and activities nationwide 10.Regularly inspect and assess Food and Non-Food Items (FNIs) in warehouses, storage facilities, and other concerned units 11.Prepare, review, and validate technical specifications and Terms of Reference (TORs) related to FNIs and DRRM-related procurements and activities 12.Monitor the status, distribution, and utilization of FNIs nationwide, ensuring timely reporting and coordination with concerned offices 13.Collaborate and coordinate with the National Resource and Logistics Management Bureau (NRLMB) and other relevant partners and stakeholders on FNI 14.Prepare communications, MOA with stakeholders 15.Review and provide input on Legislator's Bill for DRRM related programs 16.Prepare project proposal related to DRRM and FNI activities 17.Coordinate with DSWD Field Offices FNI focals and cluster-member-agencies for issues and concerns relative to the cluster 18.Supervise and oversee the day-to-day activities of the section, ensuring the timely and efficient accomplishment of assigned tasks and responsibilities 19.Prepare Feedback Reports and 20.Perform other related tasks as may be assigned by the Supervisor. | ||||||||
