JOB DESCRIPTION

The Project Development Officer (PDO) III serves as the Section Chief of the Capacity Building Section of the Disaster Response Management Bureau (DRMB). The position leads the overall planning, development, implementation, and evaluation of capacity-building programs aimed at strengthening disaster preparedness and response operations.

The PDO III provides strategic direction in the design and enhancement of training frameworks, modules, and ladderized courses ensures alignment with national DRRM policies and bureau priorities and oversees the effective delivery of training, workshops, and learning interventions. The role supervises section personnel, manages partnerships and coordination with internal and external stakeholders, and ensures quality assurance and continuous improvement of all capacity development initiatives.

Functions and Responsibilities:

1.Ensures efficient budget allocation and utilization of all capacity-building activities of the Bureau

2.Identifies Learning and Development (L&D) interventions based on the results of the Training Needs Assessment (TNA) and recommendations from divisions and field offices

3.Reviews and analyzes the Bureau's Work and Financial Plan (WFP) and endorses recommendations for the Bureau Director's approval

4.Ensures consultative planning, implementation, monitoring, and evaluation of the Annual Capacity Building Plan (workshops, writeshops, trainings, and meetings)

5.Leads the design and development of training modules aligned with the DRR Ladderized Courses

6.Undertakes conceptualization of capacity building and institutional development programs, including competency assessment, course structuring, curriculum development, and identification of resource speakers, training providers, and venues

7.Prepares and approves the Institutional Development and Capacity Building (IDCB) Plan based on the approved WFP

8.Endorses the approved IDCB Plan to DSWD Academy for information and reference

9.Reviews and provides final technical inputs on project proposals aligned with the approved IDCB Plan and WFP

10.Manages and oversees the overall implementation of IDCB activities

11.Leads the Core Group responsible for activity implementation in coordination with capacity-building focal persons.

12.Reviews and approves Activity Designs, Programs of Activities, and Terms of Reference (TOR) for Resource Persons and Documenters

13.Approves selection of Resource Persons and Documenters and conducts high-level consultations as necessary

14.Ensures timely preparation and submission of all reportorial requirements to the Immediate Supervisor, Bureau Director, and the Department

15.Ensures effective coordination with all Bureau divisions and Field Offices

16.Leads the provision of technical assistance to DSWD Field Offices relative to IDCB

17.Ensures maintenance and integrity of the capacity-building database

18.Supervise and oversee the day-to-day activities of the section, ensuring the timely and efficient accomplishment of assigned tasks and responsibilities

19.Performs disaster response deployment and field missions when required and

20.Performs other related functions as assigned by the Bureau Director, Assistant Bureau Director, or Immediate Supervisor.
